Working under the direction of the Chief Financial Officer (CFO) the MFAR will provide a comprehensive range of corporate, financial, accounting and business support to the Windsor Essex Community Housing Corporation (CHC).

The MFAR is directly responsible for all aspects of the: daily accounting operations, financial reporting cycle and analysis and presentation of financial statements. This position will also lead and manage a team of staff in CHC’s Finance Department.

The MFAR must have an excellent understanding of full-cycle accounting practices, technical accounting requirements, be highly organized and have superior communication skills. The ability to think strategically, problem-solve and manage and motivate staff is also required.

**_ PRIMARY DUTIES AND RESPONSIBILITIES:_**
- Oversee the daily operations of the Finance team, consisting of 10 staff with both union and non-union positions.
- Complete ownership of the financial accounting process, ensuring the timely processing of A/P, A/R, Banking, and other daily, monthly, and annual transactions.
- Manage the monthly and annual financial close process, including the preparation of the monthly, quarterly, and annual financial reporting packages and schedules. Analyzing variances and forecasts prepared by staff before submitting information to the CFO.
- Be the key point of contact for the Finance Department and CFO’s office relating to financial reporting, operational reporting and statutory reporting.
- Ensure the overall control environment and individual internal controls work together to achieve a high level of accuracy, completeness, and integrity over the financial reporting system. Review specific control activities (such as account reconciliations) and the use of the accounting information system to ensure staff are following the appropriate policies and procedures.
- Maintain policies, procedures, checklists, and roadmaps to ensure the financial reporting process is streamlined and efficient. Continuously improve processes to ensure there is standardization across the department and staff are performing at a high-level.
- Participate in the strategic direction of the Finance Department by being a part of the Finance Management Team. Participate in the planning, organizing, implementation and review of the goals and objectives of the department in consultation with the CFO.
- Ensure the integrity, quality and logic of CHC’s accounting information through the information technology (IT) system. Manage the set-up of accounts, account trees, mapping, and financial modules to ensure the IT system is being used appropriately. Lead system upgrades/implementations within the finance department, in conjunction with other management staff.
- Manage all aspects of staff performance by providing guidance to staff on day-to-day items, as well as broader corporate objectives by setting shared goals, monitoring performance and providing feedback. Manage issues in a professional and constructive manner and maintain a positive environment for direct reports.
- Lead the annual audit, ensure financial reports are prepared as required by Public Sector Accounting Standards (PSAS)**. **Develop and maintain corporate accounting policies and procedures in compliance with PSAS. Conduct research and analysis to assess the impact of new PSAS reporting requirements or other business process changes on accounting reporting systems, policies and procedures.
- Identify key performance drivers, metrics and opportunities that can be leveraged to improve the finance department’s financial reporting process and the organization's overall performance. Implement dashboards and other processes to track and measure results.
- Develop and leverage relationships across departments, to foster and support group coordination while carrying out responsibilities. Interact and collaborate regularly, to resolve issues that cut across teams. Provide recommendations for alternatives and improvement opportunities to the CFO and Executive Management Team.
- Serve as principal liaison to financial service providers and stakeholders (shareholder - City of Windsor, Service Manager, auditor, legal, risk management, banking, lending), with support with other management staff.
