**Job Summary**

Reporting to the Division Chief, Technology, the Quality Assurance Manager will create, implement and oversee a comprehensive quality assurance and quality improvement program by developing and maintaining process, policy and planning artifacts to ensure compliance with industry standards, cybersecurity initiatives and Toronto Fire Services organizational goals. The role will create outcomes influencing decisions impacting system design, budgetary and operational issues, performance reporting, business planning and change management.

The primary functions associated with this position include, but are not limited to, the following:

- Develops, implements, and maintains quality assurance programs for the TFS Technology Division ensuring alignment to CFAI principals and Toronto Fire Services strategic goals.
- Assess existing processes and practices to ensure efficient and effective outcomes.
- Develops, implements, and maintains comprehensive change management processes for TFS managed environments.
- Develops, implements, and maintains TFS Technology Division specific cyber security plans and processes to ensure compliance with CISO/Council mandates.
- Identifies trends or key performance indicators to support a Results Based Accountability framework.
- Liaises with City of Toronto Technology Services Division, the Office of the CISO, vendors as well as internal TFS business units to drive effective outcomes and uncompromising service delivery.
- Provides recommendations and input to both capital and operating budget requests, assists in the development of business cases and cost benefit analysis.
- Works with the TFS Technology Division’s Training Officer to assess existing skillsets and make recommendations for the professional development of the team.
- Supervises assigned staff on specific projects.
- Fosters and supports teamwork, high performance standards, and innovation.
- Maintains detailed records ensuring performance reporting is in accordance with established practice and works with the TFS Analytics Division to create meaningful reports and dashboards.
- Participates in the TFS Technology Division recruitment process under the direction of the Division Chief
- Conducts research and reviews principles, practices, and technical information, on emerging trends that may impact the Division.
- Represents Toronto Fire Services as required, and performs other duties as required, or assigned.
- Acts as a champion of inclusion, equity, and diversity, and embraces these principles and values in TFS

**Key Qualifications**:

- University degree in Computer Science or a related discipline, and 10 or more years’ experience working with critical infrastructure environments that include both Information (IT) and Operational (OT) Technology, or a combination of education, industry certifications and/or experience.
- Preferred Certifications (any on the list): ITIL, MCSE, CRISC, CISM, NCSP.
- Considerable experiencing maintaining, managing, or supporting mission critical, hi availability/geo-redundant platforms. Preferably in the Public Safety sector
- Considerable experience implementing business continuity, disaster recovery, incident response plans.
- Considerable experience in implementing change management controls.
- Great focus and attention to detail and skilled in report writing.
- Outstanding verbal and written communication skills
- Extensive knowledge of Microsoft Office products in order to create reports, spreadsheets, presentations (e.g. Word, Excel, PowerPoint)
- Ability to foster teamwork and to establish an environment which promotes excellence.
- Excellent customer service, conflict resolution, interpersonal and negotiations skills with ability to establish effective working relationships with employees, management, both internal and external stakeholders and clients
- Ability to exercise independent judgement and discretion in dealing with confidential matters.
- Excellent organizational skills
- Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.
- Knowledge of the Ontario Occupational Health and Safety Act, the Accessibility for Ontarians with Disabilities Act, and Collective Agreements
