The Thompson-Nicola Regional District (TNRD) would like to acknowledge that we connect with many First Nation communities across our vast regional district. TNRD administrative offices are located on the traditional Tk̓emlúps te Secwépemc Territory, situated within the unceded ancestral lands of the Secwépemc Nation.

Encompassing an unparalleled geographic region in south-central British Columbia, TNRD offers the best of both worlds - urban life within vibrant communities and outlying rural expanses that showcase the region's beauty. The TNRD spans 45,000 square kilometres of pristine but rugged mountains, rolling grasslands, lush evergreen forests and both historic and modern areas, and is home to a population of 144,000 located within its 11 diverse municipalities, 25 First Nations and 10 electoral areas.

Governed by a 27-member Board of Directors, the TNRD delivers approximately 125 services and administers the Thompson Regional Hospital District, to help make this the region of BC’s best. The TNRD is headquartered in the heart of downtown sunny Kamloops in the vibrant TNRD Civic Building which also houses the Kamloops Downtown Library, the Kamloops Art Gallery and a busy café.

**About the Role**

As an integral member of the District’s senior management team, the General Manager of Corporate & Legislative Services plays a key leadership role in achieving the overall vision of the organization and the community.

Reporting to the Chief Administrative Officer, and leading a team of dedicated and talented professionals, this position is responsible for the oversight of the Technology (IT and GIS) Services and Legislative Services departments, performing the statutory duties of Corporate Officer and acting as the FOIPPA lead. This position also facilitates legislative processes for the Board, including advising on legislative matters and developing and managing bylaws, policies and administrative directives.

More specifically, the responsibilities of the General Manager of Corporate & Legislative Services include:

- Providing vision and leadership, guiding and shaping Corporate administration matters.
- Overseeing all work performed by Legislative & Corporate Services staff and contractors.
- Providing functional expertise and guidance to all TNRD Board members, staff, and managers that are engaging with Legislative services.
- Supervising direct reports and leading the team by providing mentorship, coaching and performance management. This position provides expertise and guidance to Legislative & Technology Services staff for ongoing work.
- Overseeing the organization’s liability and property insurance and contract management processes and acting as a resource to staff on insurance and contract related matters.
- Preparing and presenting reports and recommendations to the TNRD Board of Directors. This position provides advice and guidance to Directors on sensitive communications with their constituents.
- Drafting bylaws and policies and providing guidance to staff on bylaw and policy inquiries.
- Working with other departments on the establishment of services and public assent processes.
- Working with the CAO and CFO to ensure a sustainable budget for Corporative & Legislative Services is maintained.
- Collaborating and working effectively with other departments.
- Job RequirementsThe required knowledge, skills and abilities for success in this role include:

- Exceptional knowledge of the Local Government Act, Community Charter, and Freedom of Information and Protection of Privacy Act
- Demonstrated ability to draft bylaws
- Knowledge of and familiarity with contract administration matters
- Experience managing local government elections and other voting is an asset
- Proven ability to lead, manage, coach and guide others while enhancing individual and team effectiveness
- Collaborative and open leadership style
- A multi-faceted approach to public engagement, including public presentations, with multiple tools and techniques
- Ability to establish and maintain effective working relationships with staff, Board members and the public with tact and diplomacy
- Persuasively communicates complex information to diverse audiences and upholds the reputation of the organization in communications with external agencies, elected officials and the public
- Proven effectiveness in clearly presenting written and verbal information, managing conflict and develop effective working relationships internally and externally to the organization
- Excellent organizational skills and the ability to work on multiple projects or issues simultaneously and meet required deadlines
- Ability to be innovative, to take initiative and to work well in a team environment
