**Job Summary**
The Finance Officer is responsible for the overall management of the budget for ICSS. Reporting to the Finance Manager and Executive Director, this position is responsible for organizational fiscal responsibility while ensuring compliance with all applicable regional and provincial laws. The Finance Officer works under the direction of the Finance Manager and Executive Director and works closely with the Executive Assistant in ensuring that the day-to-day accounting operations and finance matters run smoothly, reconciliations, reports and bill paying are all completed in a timely manner.
**Key Responsibilities**
- Reflect and interpret the agency’s Mission Statement, Vision Statement and Service Principles in your work with enthusiasm and commitment.
- Maintain employee payroll data in payroll system, complete bi-weekly payroll hour entry and upload to employee bank accounts. Pay payroll deductions and remittances by due dates.
- Be available to staff regarding any payroll questions.
- Prepare T4’s.
- Prepare numerous Ministry reports regarding additional funding, year end and budget reporting.
- Interact with external auditors in completing audits.
- Manage preparation of forecasts, budgets, performance measures, processes and controls and variance reports.
- Analyze financial information - cost analysis, revenue cash flow, salary/FTE and prepare internal and external reporting. Prepare reports that outline ICSS financial position in the areas of income and expenses based on past and present operations. Internal and external Reporting.
- Prepare bi-weekly bank reconciliations.
- Prepare monthly invoicing.
- Prepare bi-annual HST reports for Charitable Organization Agency refund.
- Review operations of agency to determine recommendations for strategic planning and development.
- Recommend, develop, implement, and administer effective financial systems, policies, and procedures.
- Maintain G/L account structure & integrity & update management of changes.
- Act as liaison with Ministry representative as required.
**Qualifications**
- Holds an accounting designation (CA, CGA, CMA or CPA) (an asset).
- Minimum 3 years of full-time progressive work experience in a financial role.
- Experience in the Non-Profit sector (an asset).
- Demonstrated ability to work both at the operational and strategic level.
- Solid experience with systems development, budgeting, and control.
- Ability to analyze financial data and prepare financial reports.
- High degree of initiative, with proven skills to work with limited direction.
- Excellent analytical, interpersonal and communication skills (verbal and written).
- Ability to communicate and interact at all levels in the organization and with ministry officials.
- Good presentation and project management skills.
- Proficient in PC computer environment, MS Office (Word, advanced Excel, Outlook, etc.), Sage/Simply, Avanti and other software and accounting systems.
- Willingness to take on responsibilities and challenges.
**Working Conditions and Physical Environment**
- Lengthy periods using a computer.
- Potential exposure to infections.
- Office environment at agency main office location (not a remote working environment).
- Follow Universal Precautions and wear proper Personal Protective Equipment.
