Junior Building Inspector

**SUMMARY**
Reporting to the manager, the junior building inspector reviews plans, specifications and other related technical documents to ensure that residential, commercial and industrial building designs and construction comply with National Building Code standards and related regulations and conducts follow-up inspections. The incumbent also informs and advises the public, building project managers, businesses and various specialists on permit requirements, building regulations and practices.
**DUTIES AND RESPONSIBILITIES**
- Review building plans and specifications and evaluate technical reports to ensure compliance with the National Building Code.
- Inform, advise and assist the public, businesses, service providers and various specialists regarding the permit process and requirements, building regulations and practices.
- Inspect buildings once work has been completed, modified or repaired to assess compliance with approved plans, code requirements and related regulations.
- Prepare inspection, compliance and property-search reports, orders and letters of deficiency, and report any deficiencies related to the code or current bylaws.
- Follow up to ensure that violations are corrected and take appropriate steps to ensure compliance.
- Maintain records and prepare building inspection reports covering questions such as type and extent of deficiencies, measures taken and recommendations for further steps, for use in future legal action if needed.
- Issue orders under the Building By-law, the Building Code Administration Act and other applicable legislation or regulations.
- Keep abreast of new trends and innovations in building inspection and plan review.
- Maintain and develop professional knowledge through diversified continuing education.
- Perform other related duties as required.
**MINIMUM REQUIREMENTS**
**Education**
- Diploma in Civil Engineering Techniques or equivalent.
**Qualifications**
- Level-1 status with the New Brunswick Building Officials Association (NBBOA) or membership in the NBBOA and working toward achieving Level-1 status.
**Experience**
- One (1) year of experience in inspection services or experience deemed equivalent by the City.
**Driver’s license**
- Valid driver’s license.
**Knowledge, skills and abilities**
- Fluency in spoken and written French and English.
- In-depth knowledge of the National Building Code and the implementation of municipal bylaws.
- Considerable knowledge of the methods, techniques, materials, tools and equipment used in building construction.
- Knowledge of building-permit processing software and Microsoft Office (Windows, Outlook, Word, Excel).
- Ability to recognize defective construction and hazardous conditions related to building construction and structural stability by examining plans and conducting on-site inspections.
- Ability to write reports, letters and correspondence.
- Ability to establish and maintain effective working relationships with staff, other internal departments, businesses, building project managers, specialists and stakeholders, as well as the general public.
- Ability to work in a team and independently.
- Ability to remain calm, objective and impartial under stressful conditions.
- Ability to communicate easily and effectively with the public.
- Resourcefulness and sound judgment.

- Ability to analyze and solve problems.

**WORK SCHEDULE**
- Thirty-five (35) hours per week, as per CUPE Local 4679 collective agreement.
**SALARY**
- Hourly rate at hiring of $32.77 - As per tthe collective agreement.
