Reporting directly to the Assistant Commissioner, TDRD, the Senior Advisor, Strategic Analysis and Education analyzes internal and external statistics and trends in access and privacy files; continually scans for, and advises on, best practices and novel processes among other similar regulators both nationally and internationally; identifies IPC files of significant interest and decisions/orders of note; analyzes, codifies and translates Tribunal orders and decisions into practical guidance and educational materials; and actively works to disseminate this practical guidance and educational material to support an understanding of the law by the public, institutions and other relevant organizations that interact with the IPC.
The position will involve coordination with Directors and Managers, as well as the Senior Advisor, Strategic Case Management, to identify opportunities for process innovation and optimization, and to incorporate trends and issues they are seeing through the ongoing case management process into the strategic development of educational materials and guidance documents that can improve parties' interaction with the Tribunal.
The Senior Advisor, Knowledge Management and Education will be integral in the liaison between the Assistant Commissioner and staff, acting as an intermediary when gathering intelligence about emerging issues and recent orders, while supporting the delivery of external guidance materials regarding the Tribunal's operations.
**What can I expect to do in this role?**: As a Senior Advisor, Strategic Analysis and Education you will:
- Work closely with Senior Advisor, Strategic Case Management, to track all matters coming into the IPC to identify trends in the processing of files and in the substantive issues arising through complaints and appeals involving high profile or high impact matters, and those falling within the strategic priority areas identified by the Commissioner.
- Produce an ongoing scan of the domestic and international environment to identify emerging trends/issues, novel processes and best practices among other similar regulators nationally and internationally, and advise the Commissioner, Assistant Commissioner and senior Tribunal staff accordingly.
- Work closely with the Senior Advisor, Strategic Case Management to provide the gathered business intelligence to the Commissioner, Assistant Commissioner and senior Tribunal staff for their decision making and strategic planning purposes.
- Liaise with the Senior Advisor, Strategic Case Management, and all TDRD Directors and Managers to identify ongoing cases of note so that relevant trends and lessons learned are identified early on as opportunities for internal sharing and external communication and public education.
- Review and analyze published orders and decisions which are worthy of being brought to the attention of the public, institutions, and/or other relevant organizations that interact with the IPC, and codify, integrate and translate them into practical, actionable and plain-language guidance.
- Develop concrete and concise interpretation bulletins, case summaries, and practical guidance based on trends and lessons learned arising from Tribunal decisions and reports.
- Develop effective mechanisms for sharing relevant knowledge resources internally, as well as educating external interested parties and encouraging uptake of best practices by those interacting with the IPC.
- Work with Communications and Policy to coordinate the communication aspects of files and orders where appropriate, including preparing presentations, speeches, summaries, and communiques for the Commissioner, Assistant Commissioner and senior Tribunal staff.
- Support the successful implementation of the organization's strategic and operational plans by working with relevant Tribunal, Policy, Communications and Legal staff to ensure that trends and key decisions are highlighted for public awareness and education.
- Communicate relevant information to all key internal and external stakeholders in a timely manner.
- Assist in the selection and write-up of key cases for inclusion in the IPC's Annual Report as well as other external communications materials for public reporting and educational purposes, including the IPC's website, blog, podcast or other sites to provide guidance to stakeholders.
- Use the case management database to accurately input all case details, actions taken, and next steps.
