**Job Description**:
We are currently looking for a Subcontracts Commercial Officer in Ottawa. Our Subcontracts team works collaboratively with just about every department at GDMS-C. They contribute to a project’s success by managing commercial risks and building strong relationships with our supplier base. They support domestic and international business opportunities by negotiating NDAs and obtaining competitive pricing from suppliers. This position follows a Hybrid working model with a mix of home and on-site, expectation of 2-3 days in office a week.

In support of the other Commercial Officers on the team, you will be responsible for the commercial administration and support of various contracts and program functional areas, including: Bid opportunity support, the pre-contractual phase of subcontracts management, negotiations, execution and closeout activities.

Pre-Contractual and Bid Opportunity Support Phase
- Supports in the pre-contractual phase of subcontract management, including the execution of NDAs, bailment agreements and other collateral agreements including but not limited to, Teaming
- Agreements, Letters of Intent, Authorization to Proceed, etc. with guidance.
- Data collection and due diligence investigation and verification activities, as required, for Bid opportunity support including commercial data, certifications and representations, disclosures, assumptions, etc.
- Develops the major subcontract elements of the commercial volume response, making edits to submissions and coordinating approvals, as required, with some management involvement.

Negotiations, Execution & Closeout
- Develops and/or produces the analysis for fact finding, as well as, subcontract negotiations/changes/closeout with oversight.
- Develops the negotiation approach, determining negotiation strategy, validating financial and legal data to support creating 'negotiation parameters', issue tracking, summarizing final positions and is the company spokesperson for commercial aspects with mínimal oversight.
- Develops and/or produces commercial summary reviews of program status using subcontract files, company, vendor, and or customer correspondence, accounts payable status, completion of contract
- closeout, etc. with mínimal oversight.

Other / Special Projects
- Interfaces with internal departments such as estimating, finance, engineering, program management, commercial services, offset management, executive management in addition to internal and external auditors and external vendors.
- Provides input and feedback on new tools and reports for use by Supply Chain Management; may be required to participate in the implementation and roll out of new tools.
- Mentors and/or coaches more junior commercial officers.
- Directly supports senior program staff (VP, Director, program managers, engineering, etc.) in the management of customer programs by participating in contract review/change boards, internal program
- review meetings, operational program review meetings, supplier reviews, key design reviews, etc. with oversight.
- Partners and collaborates with other relevant groups to enhance relationship and resolve issues that extend beyond the subcontract function. Involved in development of new processes and procedures.

Basic Qualifications:
Education & Experience:

- Strong interpersonal and team effectiveness skills
- Strong analytical and research abilities, detail oriented, with the ability to work with support
- Excellent business acumen skills to provide superior customer service to client groups and ability to support key business decision making
- Deliver clear, concise and professional communications
- Post-secondary degree in Business Commerce, Law or other related field
- Must be able to obtain and maintain Canadian Security Clearance and a positive Controlled Goods Assessment. Eligibility to work in Canada either as a Canadian Citizen or Permanent Resident.
