**Overview**
Reporting to the Director, Hamilton Water, this position will assume lead accountability and responsibility for the Compliance and Regulations Section. The Manager oversees operations of the City of Hamilton Environmental Laboratory business unit, the Compliance Support Group business unit, and the Environmental Monitoring and Enforcement business unit, and develops plans and policies for the Section. Major program areas include the City’s Environmental Laboratory (CALA accredited and MECP certified), administration and enforcement of the City’s Sewer Use Bylaw, management of the City’s drinking water system sampling program, and administration of Hamilton Water’s quality management systems (accredited DWQMS and voluntary WWQMS). The Manager is accountable for ensuring that Compliance and Regulations programs for Hamilton Water on behalf of the City are provided in accordance with City, Provincial and Federal legislation and guidelines with mínimal disruption to the public and in the most effective and efficient manner consistent with the City of Hamilton Mission and Vision.

**Responsibilities**

The Manager is accountable to the Director, Hamilton Water for ensuring that Compliance and Regulations programs for Hamilton Water on behalf of the City are provided in accordance with City, Provincial and Federal legislation and guidelines with mínimal disruption to the public and in the most effective and efficient manner consistent with the City of Hamilton Mission and Vision.

The Manager supports the Hamilton Water Division as the Systems Management Representative for the City’s Drinking Water Quality Management and Wastewater Quality Management Systems, and the Management Liaison for the ISO 17025 accredited Environmental Laboratory. They are the ‘one window’ for Hamilton Water’s interactions with the Ministry of the Environment, Conservation and Parks, and they support the Hamilton Water Division with any compliance issues or regulatory changes that would affect the Division’s ability to meet the growing needs of the City of Hamilton.

The Manager prepares and reports on the Section's services, financial, administrative and staff performance against established benchmarks, implements strategies to improve effectiveness and efficiency, sets above average standards and leads by example.

**General Duties (including but not limited to)**

Provide creative leadership and direction to staff within the Section. Promote teamwork and integration between internal and external parties participating in cross-functional and cross-program initiatives.

Develop programs, policies and procedures for Compliance and Regulations activities. Results oriented and persistent in ensuring objectives are accomplished.

Monitor the operations of the Section, ensuring operations are in compliance with City, Provincial and Federal legislative requirements.
