JOB SCOPE

The Quality Assurance Manager is responsible for Company’s Quality Assurance (Audit) Program by way of leading and directing regulatory compliance and maintenance training systems within the organization. The Quality Assurance Manager ensures all staff requiring maintenance training receive the same standard of training. The Quality Assurance Manager is responsible to the Person Responsible for the Maintenance/Vice President, Maintenance Operations.

JOB REQUIREMENTS
- Actively promote safety and quality within the organization and department by encouraging employee participation in SMS and ensuring effective communication with all stakeholders;
- Comply with all SMS and safety policies, processes and standards;
- Must be able to demonstrate the knowledge of CARs/Quality Assurance and Maintenance Control System to Transport Canada for the approval of the regulatory position of Quality Assurance Manager;
- Develop and maintain an active Quality Assurance structure for Corporate Safety;
- Ensure efficient and effective performance of the audit system in respect to the Quality Assurance Program;
- Demonstrate neutrality while conducting any function related to Quality Assurance and/or the audit program;
- Co-ordinate internal and external Quality Assurance audits (Transport Canada/IATA/AO) to ensure the highest level of maintenance standards are being met, pursue corrective actions, close out audit reports when satisfactory, and maintain records of all reports;
- Establish procedures for addressing non-compliance, monitoring non-compliance reports and undertake corrective/preventive actions in response to audit findings;
- Ensure all maintenance performed is in accordance with the Maintenance Policy Manual and the maintenance standard meets or exceeds Manufacturer and Transport Canada requirements;
- Monitor the Evaluation Program and ensure Maintenance Control System remains effective;
- Monitor compliance and adequacy of procedures to ensure airworthy aircraft through an established audit program;
- Monitor all contracted maintenance and vendors for compliance with contract conditions relevant to airworthiness;
- Ensure that all applicable technical and regulatory publications necessary to perform maintenance are available and at their latest revision;
- Collaborate with the PRM on MPM revisions, oversee these revisions and communicate these changes to the applicable departments as required;
- Responsible for preparing and upkeep of the Corporate Audit Manual;
- Collaborate with the PRM and Director Aircraft Programs for preparing Maintenance Procedures Manual, Aircraft Maintenance Program checklist, In-House Task Cards, Production/Supply Chain/QA/Training Forms and oversee their revisions;
- Monitor document control in the SMS program Intelex and on the Company intranet;
- Report Service Difficulty as per MPM in collaboration with the PRM and Director, Aircraft Programs;
- Evaluate Internal Auditors and ensure that the internal auditors are appropriately trained;
- Plan, present, evaluate, and document training courses as required by the Company’s MPM and the CARs;
- Develop and maintain training courses, ensure cost effective ways to provide the following training: initial training, recurrent training, additional training, and elementary work and servicing;
- Ensure that sufficient examinations or practical tests are administered and graded;
- Monitor personnel qualification files in the organizations training monitoring and tracking program;
- Inform the Person Responsible for Maintenance of any training processes that are non-compliant with the training policies as per CARs and MPM;
- Identify reportable violations to the PRM or Operations Manager which may warrant a voluntary disclosure to Transport Canada;
- Communicate any Corporate Quality Assurance and Audit Process shortcomings to the applicable operating departing head and if required to the Accountable Executive;
- Monitor Safety policy implementation and compliance in maintenance operations department;
- Provide support regarding hazard identification and risk management analysis to all departments;
- Assist in investigation, analysis, and identification of causal factors of hazards, accidents or incidents, identified under the Safety Management System (SMS) and ensure that corrective actions are taken, if applicable, and are followed up and effective;
- Any additional duties and projects assigned by the PRM/Vice President, Maintenance Operations.

JOB REQUIREMENTS
- Post-secondary Diploma/Degree in the field of Aviation;
- Must hold a valid Transport Canada M2 AME License;;
- Detailed knowledge of Quality Management System, Safety Management System and Air Safety Investigation;
