**Position: Investigator II - South Region**

Under the direction of the Ombudsperson, the Investigator II will support First Nation individuals in undertaking investigations related to grievances about health services. The Investigator II will have authority given by the Board and Executive to investigate and recommend resolutions on cases under scrutiny. The purpose and objective of the Investigator II would focus on First Nation individuals’ access to appropriate health services. Broad objectives of the investigation function will mirror those of the Ombudsperson Office.

- **Responsibilities**_:

- **Community and Client Relations and Advocacy**_
- Ensure periodic (at least annual) face-to-face engagement with communities and partners.
- Support a culture of respect.
- Create an inclusive environment.
- Provide support and resources to clients and communities.
- Respond to all inquiries within two business days.
- Participate in networking and community relations activities on behalf of the Office.
- Communicate with stakeholders to keep them informed of the work the Office.
- Establish good working relationships and collaborative arrangements with community groups, funders, and other organizations.
- Promote community awareness of the Office and its programs.
- Review files and gather necessary information to identify relevant issues.
- Draft investigation plans for consultation and early identification of issues by assessing the scope and determining the methodology and techniques required to carry out a thorough and effective investigation.
- Conduct thorough and objective investigations, involving both individual and systemic issues with a focus on rigorous fact-finding, fairness, timeliness and attention to detail.
- Identify, obtain and review and analyze all documentation relevant to the investigation.
- Identify potential investigative barriers and recommend effective solutions.
- **Project and Case Management**_
- Lead or participate in complex investigations from inception to completion, ensuring investigations are completed thoroughly and on time.
- Manage assigned files in accordance with organizational standards, including meeting established timelines.
- **Analysis and Reporting Writing**_
- Review and analyze all evidence collected during an investigation, including identification and analysis of any legal/regulatory issues.
- Write detailed, high-quality reports and correspondence setting out facts of a case cogently, objectively and accurately and in appropriate detail, followed by a well reasoned analysis and objective assessment of the evidence.
- Recommend appropriate steps to take following analysis of the evidence including proposed findings and recommendations.
- Assess potential for early or alternative resolution of cases and take appropriate steps to facilitate resolution.
- **Other Duties/Accountabilities**_
- Establish good working relationships with all stakeholders including complainants, governmental officials and others.
- Maintain files in accordance with Office standards.
- Exercise independent judgment with limited direction and is accountable for decisions.
- Other duties related to investigations as required.

**Qualifications**
- **Education and Certification**_
- University degree in a field related to one or more of the following: Law, Health, Social Science, Social Work, Political Science, Psychology or Public Administration or an equivalent combination of education, training and experience.
- **Experience**_
- Demonstrated knowledge and understanding of First Nations in Saskatchewan including a strong background in history, Treaty, traditional knowledge and language.
- Demonstrated knowledge and understanding of First Nations health service delivery, Inherent and Treaty Rights especially in the realm of health and health care.
- Experience in undertaking investigations and evidence gathering.
- Experience in conducting thorough and objective investigations, involving both individual and systemic issues.
- Knowledge and willingness to comply with HIPPA standards.

Salary is based on an established grid and commensurate with qualifications and experience.
