**IT Specialist (Data Steward)**
**Canadian Youth Mental Health Insight (CYMHI) Platform**

**Position Summary**
**The “Canadian Youth Mental Health Insight (CYMHI) Platform” is a pioneering youth mental health project that will enhance Canada’s understanding of youth mental health needs and advance new assessment and treatment approaches. The (CYMHI) Platform_ _will use open data, machine learning and advanced analytics methods to improve communication between youth and families, researchers, clinicians and other service providers with diverse mental health experiences and specializations.

The CYMHI team is seeking an IT Specialist (Data Steward) who will support the implementation of the CYMHI platform accountable for data asset management and implementation of core governance and administrative controls to ensure stakeholders and systems are provided with effective data resources.

**Key Accountabilities**
- Gathering and providing requirements for the development of data flows to and from data source systems.
- Creation and iterative refinement of data mappings to standard interoperable data models and ontologies
- Managing data assets, data lineage and data access, supporting sound data analysis
- Defining data quality dimensions and metrics to measure adherence to organizational data quality standards
- Co-ordinating end-to-end data flows and identifying data dependencies in support of delivery, release, and change management and ensuring long-term data reusability.
- Developing data visualizations (e.g. Dashboards) to support stakeholders, and iterating to account for new data and requirements.
- Accountability for the performance, quality, and alignment to requirements for data query design and development.
- Supporting and coordinating data asset management and business controls
- Aligning content for data consumers
- Working with stakeholders to develop standards and data controls
- Engaging in data quality and standardization processes
- Providing teams with appropriate access to meet business needs and regulatory requirements
- Supporting extraction of selected meta-data and data quality metrics
- Maintaining data governance and compliance for data asset management

**Qualifications**
- Degree in Computer Science, Information Science, or related scientific field.
- 3+ years of experience providing data management, visualization, architecture or engineering function.
- 3+ years of hands-on data experience, with demonstrated increase of responsibilities over time.
- 3+ years of experience working data engineering/extract transform load processes, data management
- Experience processing and reviewing large amounts of data and practice of matching/merging datasets
- Strong data transformation and data analysis experience with Python
- Strong experience with Structured Query Language (SQL)
- Strong knowledge of data engineering systems, data models, and data structures.
- Experience with creating data flows (Apache NiFi).
- Expertise working with versioning control systems, package management software and software development life cycles.
- Solid understanding of key DBMS platforms like SQL Server, Oracle and DB2, including technical expertise in data architecture principles and design aspects of various DBMS and reporting concepts.
- Excellent organizational skills with high attention to detail and determined attitude towards ensuring accuracy and integrity.
- Excellent problem-solving and critical-thinking skills; balancing strategic alignment with technology roadmap and emerging industry trends with practical delivery.
- Excellent written and verbal communication skills.
- Ability to work effectively with stakeholders including clinicians, researchers, students, and staff in a team environment.
- Experience with Tableau or other visualization technologies preferred

**Desired**
- Domain knowledge in medical data preferred (integrated healthcare and ontological schema)
- Proficiency and proven experience with ontology engineering and semantic technologies
- Experience with RDF, OWL, JSON-LD, SHACL and SPARQL
- Experience with search technologies (e.g., Elasticsearch), graph databases, graph traversal and NoSQL databases

**Please Note**: This full-time, contract (12 months) position is part of the OPSEU Bargaining Unit.

**Salary Range**: $38.21 - $51.54 per hour
