The Manitoba Public Service Commission leads the delivery of a wide range of strategic human resource services within government including: policy and program development, training and development, recruitment and selection, labour and employee relations, classification and compensation, strategic planning, supportive employment, which includes disability management and accommodations, and pay and benefits.

The Employee and Labour Relations Branch is responsible for providing a comprehensive range of expert labour relations services to government by representing management in labour relations functions involving both unionized and non-unionized employees. Activities include workforce adjustment and interpretation, administration and negotiation of collective agreements with various bargaining agents and representing the employer at arbitration, human rights, Manitoba Labour Board and other tribunals.

Conditions of Employment:

Qualifications:
**Essential**:

- Extensive experience in labour relations including grievance handling, investigations and disciplinary matters.
- Knowledge of the collective bargaining process and related legislation; with experience in collective agreement negotiations including committee engagement, committee planning and proposal development, and collective agreement implementation.
- Experience handling arbitrations including developing case theory, researching jurisprudence, preparing witnesses and presenting cases.
- Experience acting as spokesperson in collective bargaining.
- Strong conflict resolution skills with the ability to use influence to solve problems and advance opportunities.
- Strong verbal communication skills with the ability to articulate complex and sensitive information to a variety of audiences.
- Strong written communication skills with the ability to convey accurate, concise information in a logical, well organized and clear manner.
- Strong interpersonal and client-service skills with the proven ability to develop credibility and build effective relationships with all levels of staff, management and union representatives.
- Analytical and decision making skills with the ability to make appropriate recommendations in complex situations.
- Effective organizational and time management skills with the ability to manage multiple tasks, adapt to changing priorities and meet strict deadlines.
- Ability to work effectively with a high degree of independence and autonomy and take initiative.
- Ability to collaborate as part of a team.

**Desired**:

- Formal legal training related to labour law.
- Experience designing and delivering training programs.
