**DÉCLARATION DE RESPONSABILITÉ**:
Le rôle de l'analyste de gestion est de concevoir et d'élaborer des exigences en matière de processus d'affaires pour tous les services commerciaux, financiers et opérationnels liés à l'entreprise et essentiels aux fonctions organisationnelles de base. Cela comprend la recherche et l'analyse de données à l'appui des fonctions commerciales, de la connaissance des processus et des exigences des systèmes. L'analyste de gestion est également chargé de générer et de compiler de manière proactive des rapports basés sur ses conclusions, en recommandant des améliorations ou de nouvelles exigences pour les processus d'affaires et les procédures opérationnelles. Le titulaire du poste contribuera à maximiser les avantages des investissements organisationnels et à aider à la mise en œuvre de nouveaux services et à leur amélioration continue.

**PRINCIPALES TÂCHES ET RESPONSABILITÉS**:
Stratégie et planification
- Assurer la schématisation des processus opérationnels nouveaux et de plus longue date afin de définir les activités opérationnelles actuelles en vue de l’élaboration de procédures, de modèles et de mesures d’amélioration continue des services.
- Tenir des réunions avec les décideurs, les responsables de systèmes et les utilisateurs finaux afin de définir les exigences financières, opérationnelles et de gestion ainsi que les objectifs en matière de systèmes.
- Faire des recherches et des examens à propos des processus en place, analyser l’efficacité et la rentabilité de ces processus et élaborer des stratégies pour améliorer ceux-ci ou en tirer parti davantage.
- Élaborer de nouvelles procédures dans le but d’améliorer les processus opérationnels, les opérations et le flux de traitement des renseignements.
- Préparer et présenter des rapports, des recommandations ou des solutions de rechange pour améliorer les processus relatifs aux systèmes d’exploitation dans l’ensemble de l’organisation.
- Réaliser des analyses coûts-avantages et des analyses du rendement du capital investi (RCI) relatives aux changements proposés afin d’aider la direction à prendre des décisions en matière de mise en œuvre.
- Déterminer et établir la portée et les paramètres de l’analyse des processus afin de définir les répercussions, les critères de rendement et les mesures à prendre.
- Communiquer avec les clients et les informer au sujet du catalogue de services de la Commission.
- Définir et améliorer continuellement les processus employés dans le cadre de la stratégie globale de gestion des services organisationnels, et ce, en employant diverses méthodes comme la Bibliothèque d’infrastructure des technologies de l’information (ITIL), Lean Six Sigma et les méthodes de l’International Institute of Business Analysis (IIBA), ainsi que des cadres, des normes et des pratiques connexes en matière de qualité et de gestion des services.
- S’employer à anticiper les besoins des clients avant qu’ils ne se concrétisent et présenter des solutions novatrices.

Acquisition et déploiement
- Contribuer à la recherche sur les produits logiciels et matériels pour justifier les recommandations présentées et soutenir les activités d’achat.
- Préparer des analyses de rentabilisation.

Gestion opérationnelle
- Veiller à l’élaboration, à la normalisation et à la tenue à jour de processus nouveaux ou améliorés, le tout fondé sur des constatations et des analyses.
- Faire part des changements, des améliorations et des modifications touchant les processus - par écrit ou de vive voix - à la direction, aux pairs, au personnel et aux autres employés, et ce, afin qu’ils comprennent les problèmes et les solutions en la matière.
