The Office of the Quality Service Commissioner is an independent branch within MPAC that reports directly to MPAC’s Board of Directors through the Quality Assurance Committee.

You are an accredited appraisal professional with sound judgement and interpersonal skills to lead the Office of the Quality Service Commissioner. You are a senior leader who can simplify complex information for various audiences, including Board members, senior executives, and management groups.

**You have**:

- Certification in good standing of a professional appraisal designation such as Member Institute of Municipal Assessors (MIMA), Accredited Appraiser Canadian Institute (AACI)
- Thorough knowledge of property valuation and appraisal techniques, and good understanding of the legislative requirements
- Leadership and change management experience required to build and motivate teams and maintain effective relationships with internal and external stakeholders
- Sound judgment required to develop and propose effective and reasonable recommendations for improvement
- Excellent analytical and problem-solving skills, and an ability to understand statistical measures and to draw appropriate conclusions from the analyses
- Excellent interpersonal skills
- Strong presentation, persuasion, and negotiation skills
- Superior communication skills
- Proficient use of Word, Excel, and PowerPoint

**Nice to have**:

- Knowledge of quality assurance principles and strategies, and an understanding of auditing techniques
- Experience in quality control

**What you will do**:

- Complete reviews and provide recommendations and technical advice to the Quality Assurance Committee on quality measures related to assessed values, classifications, and exemptions
- Ensure compliance with policies, procedures and standards established by the Minister of Finance
- Identify the root cause of quality related issues and develop and present recommendations that improve existing systems, policies, and practices
- Prepare and present reports to MPAC’s Executive Management, Quality Assurance Committee, and the Board on the results of reviews and analysis and provide recommendations to address any issues identified
- Measure and report on the status and results of implemented recommendations from reviews
- Coordinate reviews requested by external parties such as the Ontario Ombudsman, and the Auditor General of Ontario
- Prepare annual budgets and develop strategies to mitigate variances
- Create a learning environment where best practices and knowledge are shared
