**Position Description**:
Lead, manage and be accountable for estimating functions required during preconstruction within Toronto / GTA project locations. Direct, coordinate, and participate in preparation of estimates prepared by Estimating Department.

**Reports to**: Preconstruction Manager

**Essential Duties & Key Responsibilities**:

- Attend site walks and pre-bid meetings as necessary for project pursuits.
- Develop win strategies for bid and proposal submissions keying on advantages or innovations to increase bidding success.
- Collaboration with the preconstruction manager and procurement manager.
- Encourage and instill coaching and mentoring skills to the estimating team including completing performance evaluations and goal planning with senior leadership.
- Proven ability to lead and develop a high-performing teams.
- Oversee all estimates, including detailed review of others’ work.
- Provide leadership for the estimating team on major complex projects pursuit.
- Lead and manage the Estimating Department and allocate staff resources for deliverables within Toronto and GTA project locations. Manage reimbursement of estimating staff costs at individual project level.
- Lead and manage the Kick-Off Meetings, weekly strategy meetings, and chair any formal meetings for large complex projects, ensuring the estimating process will meet the milestone dates established.
- Take the lead in the development of a Conceptual estimate, GMP, Lump sum, and Design-build bid submissions. Acts as a liaison with external consultants and project management organizations to estimate project budget requirements and coordinates tender development process on behalf of clients.
- Prepare detailed quantity take-offs, analysis, estimates, and cost studies for all building system items incorporated in the assigned scope from conceptual design through completed construction documents. Preliminary design work may be required to complete conceptual estimates.
- Extensive knowledge of key principles involved in bid preparation, including quantity take off procedures, trade partner procurement, scope of work delineation, pricing and bid closing procedures.
- Identifies competitors and understands current market conditions.
- Ability to identify risk associated with contracts and project documents.
- Solicits pricing from subcontractors and suppliers for labour, equipment, and materials, to ascertain the most competitive price while meeting Turner’s safety and quality standards.
- Perform constructability analysis of project documents. Communicate design and constructability issues to the project team and coordinate with Operations Lead for timely constructability reviews and incorporate review results into milestone estimates.
- Work together with operations staff and fellow estimators to ensure that general conditions and general requirements are properly addressed in the estimate.
- Coordinate scopes of work with Source Blue, (SPO) Self Perform Operations for estimates.
- Lead and or participate in estimate reviews with the design team and client.
- Prepare (BRS) bid recording sheets and scope requisitions for the bidding and procurement of project scope; coordinating with fellow estimators to eliminate scope gaps and overlaps.
- Lead the evaluation of subcontractor proposals relative to their scope of work. Determine scope coverage and manage risk of scope gaps.
- Establish relationships with clients and provide historical data, cost trends, and market research summary related to upcoming work.
- Support business development proposal of client’s scope of work and requirements related to preconstruction and present plan to client with Business Development.
- Advise on selecting and inviting to tender, trade partners that are assessed to be financially viable with adequate manpower and appropriate level of expertise to complete the work.
- Build effective relationships with clients, consultants, sub trade partners, suppliers, and internal stakeholders (operations staff) that reflect and support Turner’s core values while adhering to Turner’s business conduct policy.
