Reporting to the Manager, On-Street Performance, the Specialist, On-Street Performance is responsible to support and occasionally lead operations and activities in the Toronto Parking Authority’s On-Street portfolio by leveraging key performance indicators, changing customer trends and relationships with multiple stakeholders to deliver a safe and enhanced customer experience.

**RESPONSIBILITIES**
- Monitor, and identify opportunities for continuous improvement of procedures, policies, guidelines, levels of service, rules and regulations related to On
- Street Parking Operations
- Oversee various activities of the On-Street portfolio to ensure ongoing and efficient operations including conducting regular inspections of all parking facilities and roadways
- Support the development and implementation of the Toronto Parking Authority’s annual operating plan
- Provide support for the managing and monitoring of existing contracts and development of new contract terms, conditions, and level of service with regards to on-street parking operations.
- Build and maintain excellent relationships by serving as the primary contact and liaison for the Toronto Parking Authority’s On-Street operations with various stakeholders including but not limited to City of Toronto’s Transportation Services, the Toronto Police Services Parking Enforcement Unit, City Councillors, members of the public, BIAs and film production companies while overseeing resolution and responses to all On-Street operationally focused parking issues
- Represent TPA in regular meetings with City of Toronto and/or other Municipal Agency stakeholders, service providers, parking operators to review Operation and Service Delivery Performance and address concerns
- Support Manager, On-Street Performance with the development and management of technology required to support On-Street Operations
- Develop and maintain data mapping program, parking and meter rate profiles; prepare, submit and monitor work orders to coordinate changes to rates and operating times as it relates to On-Street Operations
- Generate custom reports on a regular and ad hoc basis, relating to the performance of On-Street portfolio including but not limited to revenue, transactions, distinct parking configurations, transactions; draw insights and make recommendations based on these reports
- Provide project management support in the development of new programs by actively participating in the implementation of all On-Street parking-related initiatives, providing an Operations perspective, preparing project plans and documentation, and implementing roll-out.
- Conduct field investigations, prepare staff reports, coordinate with City Traffic Operations and Signs and Markings staff, in response to request for the installation, relocation and removal of parking equipment or technology including issuance of internal and external work instructions and selecting and marking locations in the field for the installation of parking equipment or technology
- Conduct operational reviews and assessments of the Toronto Parking Authority’s business processes related to the various facets of On-Street parking operations and recommend continuous improvement measures to ensure efficiencies in its work flows and use of its resources
- Support departmental projects and programs by reviewing current strategies and processes, undertaking research on best practices, performing qualitative and quantitative analysis, providing recommendations, collect, and interpret data and identify and assess the pros and cons of possible strategies for implementation.

**QUALIFICATIONS**
- Post-secondary school diploma or degree or combination of education, training and/or experience in the transportation industry, operations, customer service or equivalent experience
- 4 years of work experience in the transportation and/or parking and ground transportation industry
- 4 years of experience in advanced trend analysis and ability to interpret data to provide recommendations to drive key business decisions
- Strong technical aptitude and experience working with reporting software, tools and database creation (Tableau would be considered an asset)
- Knowledge of City of Toronto Municipal Code, relevant by-laws and regulations related to On-Street parking would be considered an asset
- Project management skills with a demonstrable ability to redesign and implement new procedures, processes and strategies
- Exposure to strategic planning and the ability to develop forward-thinking plans to improve On-Street parking operations and performance
- Must possess a valid Class “G” Driver’s License for the Province of Ontario
- Ability to acquire knowledge of the Toronto Parking Authority’s On-Street programs and business activities, in order to help obtain, identify and analyze and validate operational performance issues including identify trends and issues
