Reporting to the Manager, Construction Inspection, the Supervisor, Construction Inspection provides technical expertise and oversight of construction inspection services delivered by ECS construction inspection staff, including direct inspection of City construction contracts and oversight and inspection of 3rd party and external service providers' construction activities. The primary responsibility of the position is to manage service delivery to achieve organizational performance and quality standards and expectations, ensuring that engineering designs conform to division, cluster, and corporate standards and regulatory requirements. The Supervisor also audits the works performed by the Inspector Municipal Construction to ensure financial payment matches with the work performed by the Contractor.

**Major Responsibilities**:

- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
- Ensures staffing requirements meet Division objectives therefore recommends hiring, laying off and arranges for replacement staff due to selection process. Participates in the hiring process of new staff including developing assessment criteria and process.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Supervises staff in the delivery of the assigned program and is accountable for the operations of the unit, sets organizational performance and quality standards and expectations ensuring that assigned program/projects conform with set standards.
- Supervises the provision of construction inspection services including direct inspection of City construction contracts
- Supervises the oversight and inspection of 3rd party and external service providers' construction activities.
- Supervises supports, develops and motivates subordinates. Sets and manages performance expectations for staff. Ensures effective teamwork, high standards of work quality and organizational performance, client service, continuous learning and staff development.
- Liaises with Fleet, evaluating and making recommendations on City vehicle procurement requirements and maintenance of City vehicles.
- Liaises with Corporate Labour Relations staff in preparation of grievances or arbitration cases and recommends course of action and/or negotiates a settlement.
- Develops and assists in the development of appropriate health & safety policies, as well as the review and investigation of accidents involving staff, ensuring corrective actions/procedures are implemented.- Participates in management change initiatives and the creation of a workplace that supports and is conducive to a high level of performance.
- Provides input to the annual unit operating budget ensuring that expenditures are controlled and maintained within approved limitations.
- Develops and manages client and stakeholder expectations and relationships through effective service agreements, communication and monitoring of commitments and obligations.
- Represents the Division/Cluster/Corporation at a variety of meetings with clients, stakeholders and service providers.
- Ensures excellent customer service is provided to both internal and external customers.
- Provides technical expertise in the internal and/or external delivery of construction inspection services associated with the Construction of City's roads, sidewalks, streetscaping, TTC tracks, utilities, sewers, watermains, watercourses, stormwater management infrastructure and 3rd party construction activities which could impact City infrastructure.
- Ensures construction of works projects are in compliance with contract drawings, City and other referenced specifications and standards, grading plans, the Occupational Health and Safety Act; and other statues and regulations.
