**Position Overview**:

To bring this vision to reality the WRHA Adult Mental Health and Addictions Services provides an integrated and comprehensive range of mental health and addictions services and supports primarily for adult residents of Winnipeg across the healthcare continuum that support and promote recovery. Through collaboration and partnership across various health, social service and community sectors the program strives to promote mental health and well-being for all, to reduce inequities and the impact of mental health and addiction problems and to work towards sustainability of mentally healthy individuals and communities.

**MAIN FUNCTION**:
Reporting to the Lead, Integrated Mental Health and Addictions Services and in collaboration with the Leadership Team for the Mental Health and Addictions Service the incumbent is responsible for providing practice development expertise for the development and maintenance of a systematic and sustainable model for education. Ensures continuing competence in clinical practice, extending knowledge and skills, and increasing personal and professional effectiveness of staff in mental health and addictions services. The Program Specialist applies key knowledge and critical thinking skills related to practice development; applies skills to assess and analyze information; plans, implements and evaluates policies, programs and practice; communicates effectively; provides leadership in design, implementation and evaluation of staff learning needs assessment; and demonstrates professional responsibility and accountability.

**Experience**:

- Four years recent clinical work experience in provision of community-based mental health and addictions.
- Demonstrates clinical competency and expertise in a variety of clinical interventions.
- A sound understanding of mental health, addictions, population health, health promotion, and primary health care.
- Experience in the development of education and training programs and materials for adult learners in a health-related environment.
- Experience with distance-based/virtual education delivery using new media is preferred.
- Experience in developing and maintaining excellent working relationships with a broad range of individuals and organizations, including the ability to facilitate, collaborate and resolve conflict.
- Experience and skill in assessment and synthesis of literature as applied to practice, program, and policy.

**Education (Degree/Diploma/Certificate)**:

- Bachelor’s degree in a relevant healthcare discipline required.
- Master’s degree in a relevant Health and Human Service or Social Science discipline is preferred.
- Courses, workshops, or certification specific to Adult Education principles an asset.

**SPECIAL TRAINING**:

- Comprehensive knowledge and advanced level of practice in clinical assessment and treatment models including but not limited to: Recovery paradigm, Psychosocial Rehabilitation, Strengths-Based Perspective, Addictions, Harm Reduction, Crisis Response, Case Management, Motivational Interviewing, Mental Health Prevention and Promotion, Trauma Informed Practice.
- Expertise in Inter-professional Practice, service coordination and integration, and supportive counselling.

**Certification/Licensure/Registration**:

- Licensure/Registration as per professional designation required.
- Valid driver’s license and access to/use of a vehicle (transportation arrangements must meet the operational requirements of the Health Authority).
- Subject to criminal record and adult abuse registry checks.
- Immunizations.

**Qualifications and Skills**:

- Excellent oral communication skills including group facilitation, consistent ability to express ideas effectively and maintain high functioning relationships.
- Excellent written communication skills including writing reports.
- Excellent organizational skills including the ability to plan and manage multiple projects and complete work according to established deadlines.
- Knowledge of Microsoft Office programs.
- Ability to foster a collaborative work environment.
- Ability to work on own initiative and prioritize workload.
