We are seeking an experienced **Manager, People Development** to join our growing People & Culture team. This is a unique opportunity to create and lead an integrated culture and engagement strategy that centers on developing and inspiring our employees through tailored learning and development programs. You'll be responsible for aligning these initiatives with our strategic vision, business objectives, and corporate priorities, fostering a culture of continuous growth, skills enhancement, and internal career advancement.
In this dynamic role, you will drive key initiatives that shape the employee experience, including leadership development programs, learning and development strategies, and engagement initiatives. You will play a vital role in building a culture of continuous learning, growth, and inclusivity while ensuring our people are equipped to thrive in their roles.
Leading a small team of People & Culture professionals, you will be responsible for:
- Designing and implementing learning & development strategies that support business objectives, improve performance, and foster professional growth across all levels of the organization
- Overseeing the design and implementation of comprehensive learning pathways that support employee career development and growth
- Collaborating with divisional heads and People & Culture to create structured career development and succession plans that align with organizational goals, ensuring a pipeline of skilled talent for key leadership positions
- Promoting internal mobility by creating opportunities for employees to advance their careers through tailored training, mentoring, and development programs
- Developing and executing the organization’s Leadership Development Program and a multi-faceted performance effectiveness strategy that supports evidence based and competency-based skills development, growth and performance at the leadership level
- Leading the facilitation of leadership workshops and training sessions focused on leadership competencies, emotional intelligence, and team dynamics
- Developing and leading initiatives, forums and programs on employee retention and engagement, ensuring the evaluation and measurement of programs is based on evolving business needs and talent management changes
- In line with our corporate inclusion strategy, integrating IDEA principles into all employee training programs and development strategies, ensuring that IDEA commitments are consistently reinforced, fostering a more inclusive workplace culture and promoting equitable opportunities for all employees
We are seeking someone with the innate ability to drive organizational change and develop solutions to complex organizational problems, while keeping our employees front and centre in everything we do.
**What you’ll need**:
- A diploma or degree in Human Resources plus a minimum of five (5) years’ progressive and/or senior experience in human resources in a unionized environment, or an equivalent combination of training and experience
- CHRP or working towards HR certification is considered an asset
- Innate ability to build effective working relationships with mid to senior level leaders, based on trust, transparency and collaboration
- Knowledge of organizational design, development, change management models and best practices in large, complex and union environments
- Expertise in leadership coaching, leadership development and succession planning
- Demonstrated success in driving employee engagement initiatives and improving organizational culture
- Ability to contribute to the development, implementation and evaluation of operational and strategic change management and human resources programs
- Ability to manage multiple projects simultaneously, with excellent project management skills
- Superior written and verbal communication skills
- Comfortable in leading, executing and making recommendations
**Security Requirements**:
As a condition of employment at E-Comm, the required Police Security Clearance applicable to the position must be acquired and maintained. This is a process carried out by our law enforcement partner agencies, facilitated by E-Comm. The minimum residency in Canada to qualify for this position, as established by our law enforcement partner agencies, is 5 years.
