Are you a visionary leader passionate about transforming linear infrastructure operations? Do you aspire to modernize the Linear Infrastructure division within the City’s Municipal Works Department? We're seeking a dynamic individual to join our team as the Manager of Operations (Linear Infrastructure) in the City of St. Catharines.
In this role, you will oversee various infrastructure services for the city, including maintenance of roads, bridges, sidewalks, and walkways. Additionally, you will be responsible for overseeing the maintenance of the City’s wastewater and stormwater collection systems, managing traffic operations, and supervising winter maintenance. Leading a team of supervisors and staff, you will ensure the efficient maintenance and management of our city's linear infrastructure. From planning and organizing maintenance activities to providing technical support and ensuring adherence to safety protocols, you'll play a crucial role in optimizing public works services for the community.
**What You Will be Doing**:
**Process Modernization**:
- Spearhead the development and implementation of an innovative planning and maintenance framework for the public works department, driving proactive strategies to enhance efficiency and effectiveness.
- Collaborate with other city departments on digitizing municipal works systems.
- Monitor division costs, staff performance, and safety programs diligently, driving continuous improvement and ensuring alignment with organizational goals.
**Team Leadership**:
- Strategically plan, organize, and delegate tasks to supervisors, crews, and equipment, fostering a culture of collaboration and excellence to accomplish daily maintenance activities with precision and dedication.
- Lead recruitment efforts and nurture talent through comprehensive training and performance management initiatives that empower individuals to thrive.
- Uphold the integrity of Collective Agreement terms, intervening with fairness and compassion in disciplinary matters when necessary, fostering trust and cohesion within the team.
**Compliance**:
- Provide technical expertise and mentorship, guiding supervisors and staff to achieve their full potential while ensuring adherence to industry standards and regulations.
- Proactively recommend strategies for inspections, preventive maintenance, and accident investigations, safeguarding the integrity and longevity of our infrastructure.
- Lead by example in prioritizing safety and well-being through regular workplace inspections, safety sessions, and incident investigations, nurturing a culture of safety and care that inspires confidence and trust.
**Community Engagement**:
- Cultivate meaningful connections with internal and external stakeholders, including contractors, utility organizations, and union representatives, fostering open communication and collaboration to achieve shared goals.

**About You**:
**Required Qualifications**:
- College diploma in Engineering, Construction, or related field.
- 7 years of management experience leading a team.
- Knowledge of the Safe Drinking Water Act, Ontario, and in-depth familiarity with Ontario’s Drinking Water Quality Management System (DWQMS).
- Certified Engineering Technologist (CET) Designation, or equivalent experience.
- Valid Ontario Driver’s License (Class “G”) with a clean record.

- Proficiency in Microsoft Office suite.
- Effective leadership, communication, and interpersonal skills.
