**Basic Function**:
1. Estimating the costs of potential projects
2. Gathering tender forms and creating/maintaining a log with upcoming bids and past bid results
3. Complete prequalification’s of potential projects
4. Maintain good relations with clients, subcontractors and suppliers

**Skill Requirements**:

- Proficient with Bid2Win, Viewpoint, Fieldwire, Bluebeam, Earthworks, Microsoft Project, Word, Excel and Outlook and general computer competency with the ability to learn new programs as required
- Strong organizational and time management skills
- Familiar with design and construction guidelines such as DGSSMS and Book 7
- Understanding of Contracts including Form of Tender, Order of Precedence, Special Provisions, Supplemental General Conditions and OPS General Conditions of Contract
- Wide-ranging knowledge of construction costs and construction methods

**Duties**:

- Obtain tender documents, file in estimating folder, update estimate tracking sheet and print drawings. Review prospective bids with GM
- Perform quantity takeoffs for the tender as required.
- Communicate with potential subtrades and suppliers and send RFQs
- Prepare and interpret tender documents, specifications, general conditions, and other parts of contracts; analyze bids and/or negotiate contracts. Applicable specifications should be reviewed for each contract item to determine exactly what is included in each item.
- Request bid bonds and prepare tender submittal package as per the tender documents.
- Prepare estimate using B2W. All estimates are to utilize the resource database instead of copying old estimates. If a material, task etc does not exist in the database one is to be created using the proper naming and detail convention
- Review quotes for completeness of scope and exclusions and select vendors / subcontractors. Review and set production, markup and cost distributions prior to locking items for submission. All estimates are to be reviewed and signed by GM prior to submission
- Review, evaluate, and coordinate all relevant documents from pre tender stage to the handoff to project manager.
- Consider all project risks, such as procurement, contracts, scope, methodology, cost, quality, schedule, etc. when preparing a bid
- Assess project site logistics and conditions through either a site visit or google street view as appropriate that may impact site construction (e.g., material and construction access, surface topography, drainage, availability of temporary utilities).
- Evaluate equipment needs, the operations sequence, the crew size, the site’s physical constraints (e.g., waste materials, inclement weather, shipping delays), and other cost-impact factors.
- During construction, coordinate with the PM as required to manage the cost, negotiation, and settlement of Change Orders or extra costs associated with the bid; help mitigate potential claims.
- As necessary, review and/or evaluate constructability, schedule, contract scopes and awards, cost planning, and life-cycle costing.
- Act as an expert witness on construction costs during dispute cases.
- Review actual costs, production etc with PM throughout construction and assist with implementing changes in B2W based on experience.
- Check websites and other publications frequently (on a daily basis during periods of active bidding but no less than twice a week in slow bidding periods)

**Desired Skills and Experience**:

- Minimum 5 years of experience in the sewer & watermain industry.
- Field crew or supervisor experience.
- Minimum 2 years of Project Management or Estimating experience.
- Relevant University/College program (3 year College Diploma in Civil Engineering) or a combination of training, education and experience deemed equivalent.
- C.E.T., C. Tech., GSC, PMP, CEC, and PQS designations are considered an asset.
