Position Summary
Under the general direction of the Chief Administrative Officer, the Commissioner, Community Services is a dynamic visionary leader who provides strategic direction to a diverse portfolio of departments and services that includes: Heritage Services, Housing & Social Services, Recreation & Leisure Services, Arts & Culture Services and Rideaucrest Long Term Care Home.

The Commissioner is a results-oriented community champion who is a strong corporate team player, an experienced leader and professional administrator with a passion to improve operational effectiveness and efficiency, improve customer service and deliver results.

As a member of the Corporate Management Team (CMT), this position is responsible for integrating strategic planning, operational activity, and community planning, to lead and facilitate the development of corporate strategies and policies. The Commissioner, Community Services is committed to ensure that the city’s mission, vision, and values, and council priorities are incorporated into municipal activities and services.

KEY RESPONSIBILITIES

Act as the primary resource in the administration of various Master Plans for Community Services

Develop and implement goals and objectives and communicate key linkages to enhance the effectiveness and efficiency of service delivery to internal stakeholders and citizens

Builds community connections in support of the delivery of programs and services to meet social, culture, recreation and leisure needs of a changing community

Provides vision in the emerging areas of culture, arts, history and heritage, including development of programs and opportunities

Effectively integrate programs with complementary/competing interests to optimize opportunities available to the community (including tourism, business growth, economic development)

Assesses statistical information on various demographic and related data to enable policy decisions to meet changing community needs and circumstances

Provides effective integration of land use, culture, social, recreational and other policies and programs

Delivers support services and programs, in accordance with provincial guidelines and framework for Ontario Works, Childcare and Employment Support Services

Develops policies, programs and approaches to support and develop housing programs and opportunities

Oversees the delivery and administration of long-term care services

Influence, facilitate and communicate unity of purpose and direction in support of changes required to achieve strategic objectives

Establish accountability framework and monitor results to ensure corporate performance objectives are being achieved

Demonstrate sound analysis and creativity to use resources effectively, plan for changing customer demands, and ensure long range fiscal planning is in line with the Corporate strategic direction

Identify opportunities and take action to cultivate networks and build strategic relationships with all key stakeholders in order to advance the priorities of the Corporation

Align the various departmental plans, initiatives, measures and targets within Community Services to the corporate strategy and rigorously monitor progress toward achieving corporate priorities and goals with sustainable results

Inspire, empower and challenge teams to achieve desired results

Initiate and drive organizational and cultural changes as required and adapt to changing demands, technology and internal initiatives

Drive new approaches to improve results by fostering a learning culture environment that transforms systems and services

Qualifications, Competencies
Degree in a Business Administration, Public Administration, Social Sciences, or related programs

10 years progressive senior management experience with responsibilities for leadership and direction, strategic business planning, fiscal accountability / sustainability and human resource management in the public sector

Progressive management experience with responsibilities for the strategic leadership of a range of municipal programs and services (e.g. administrative services, facilities management, emergency services, strategic initiatives and others as determined by the needs of the corporation)

Leadership experience in a unionized setting is required
