**MANAGER, OUTDOOR OPERATIONS**

The City of Belleville, known as the ‘Friendly City’, is located at the mouth of the Moira River where it meets the picturesque Bay of Quinte. Currently, the City of Belleville has an exciting opportunity for a highly motivated, strategic, and dynamic individual to join our Transportation and Operations Services Department as the Manager of Outdoor Operations.

**PURPOSE AND SCOPE**:
Reporting to the Director of Transportation and Operation Services, the Manager of Outdoor Operations is accountable for the general operation and maintenance of the Roads and Parks Divisions and assigned departmental staff.

**DUTIES AND RESPONSIBILITIES**:

- Organize and direct maintenance and operational activities to ensure that the highest quality standards are achieved
- Be responsible for and direct staff and equipment required to perform the work related to the municipal road and Park system including maintenance, repair and construction
- Be responsible for assigning work to subordinates; prioritizing assignments taking into account demand budget and restraints; determining and advising the department on the appropriate method of dealing with special situations and emergencies etc.
- Make recommendations on annual maintenance and construction projects, the purchase of equipment, vehicles and land for municipal purposes etc. as required and in conjunction with the Director
- Investigate and resolve complaints/concerns from the public within established policies
- Maintain time sheets and payroll records related to work completed and staffing thereof for payment purposes
- Ensure that all materials and equipment provided are of highest quality
- Ensure that all equipment, vehicles etc. are maintained in a state of readiness having due regard for the financial investment and health and safety
- Examine and certify bills or accounts against the City for materials and labour utilized in roads operations
- Prepare and provide estimates and requisitions for any and all materials, equipment etc. that are required
- Advise the Director regarding specifications, tender forms etc. regarding inviting quotations, calling tenders or proceeding with any specials works in accordance with the City’s Purchasing Policy
- Attend various committee and internal meetings as required, which may be outside of regular working hours.
- Assist office staff with various reports as required and perform various office duties as assigned
- Ensure that the terms of the Occupational Health & Safety Act and any City policies are observed on the work site at all times
- Supervise and evaluate departmental human resources to achieve high-performance standards in a safe, well-organized environment

**EDUCATION/TRAINING/SPECIALIZED SKILLS**:
Minimum Qualifications:

- Post-Secondary Education in a Technology Program (i.e., Horticulture/Arboriculture), Business Administration, or a related field.
- Valid Class G Driver’s License and a clear drivers abstract
- Demonstrated comprehensive knowledge of the Occupational Health & Safety Act
- Comprehensive knowledge of Ontario Regulations pertaining to roads construction and maintenance and traffic standards etc.

Preferred Qualifications:

- Certified Engineering Technologist (C.E.T.) Certification.
- Certified Road Supervisor (CRS) Designation.
- Strong communication skills, both verbal and written.

**WORK EXPERIENCE**:
Minimum Qualifications:

- Eight (8) years of related experience in a municipal public works environment
- Five (5) years of direct exposure as a supervisor/manager.
- Demonstrated knowledge and experience with equipment utilized in the road system, roads, bridges, watermains, sanitary and storm sewers, sidewalks, curb and gutters, drainage systems, traffic signage, Parks management and planning and marking, etc.

Preferred Qualifications:

- Demonstrated leadership, communication, decision-making and public relations skills are required with being capable of issuing clearly understandable written and oral instructions.
