**RESPONSIBILITIES**:
Reporting to the Superintendent of Business Services, the Finance Officer is responsible for:

- Preparation of the following for the Superintendent’s approval; procurement contracts, internal School Budgets, and monthly financial reports;
- Centrally co-ordinate and administer all phases of procurement process for major consulting, construction, and goods and service requirements across all departments, including review, approve and administer the execution of contracts and purchase orders;
- Providing input on the financial impact for contract negotiations and budget purposes;
- Completing specific accounting tasks such as journal entries, purchase orders, arranging for payments to vendors for products and services procured;
- Providing school support for school purchases and school generated funds;
- Performing internal audits of school budgets and the evaluation of internal controls;
- Preparing and submitting financial claim forms for Provincial and Federal Governments;
- Manage the operation of the central warehouse and inventory, co-ordinate, and delegate tasks including the board-operated courier;
- Ensuring computer programs adequately and accurately meet accounting and purchasing needs including research and recommendation for changes to current operational systems;
- Keep abreast of appropriate product and service developments through relevant association meetings, conferences, trade magazines etc.
- Preparing account analysis and year-end working papers for annual audits;
- Preparing various expenditure reports for department managers, Principals, and Superintendents as requested;
- Responding to financial queries;
- Validating Ministry calculations regarding financial information;
- Acting as a resource member for the Board’s Committees as required; and
- Performing duties and ad-hoc projects assigned by the Superintendent of Business and/or the Senior Finance Officer.

**QUALIFICATIONS***:

- A university degree with a professional accounting designation CPA (formerly CA, CMA, CGA);
- Supply Chain Management Certificate (CSCMP, CPPB, CPPO, or equivalent certification) preferred;
- A minimum of 5 years accounting and budgeting experience in a computerized accounting environment; purchasing experience preferred;
- Knowledge and understanding of accounting principles, PSAB and GAAP;
- Knowledge and understanding of auditing standards and procedures, GAAS;
- Knowledge of the Provincial Broader Public Sector (BPS) Procurement Directive; Canadian Free Trade Agreement (CFTA); the North American Free Trade Agreement (NAFTA); the Comprehensive Economic Trade Agreement (CETA), Construction Act, and other similar governmental trade protocols preferred
- Experience in contract development, execution, administration, and negotiations preferred;
- General knowledge of the Ministry of Education Funding Model would be an asset;
- Commitment to continuing education and attending related Board sponsored courses/seminars;
- Excellent organizational, mathematical, analytical and relevant computer skills;
- The ability to work under stringent deadlines and handle multiple priorities effectively;
- Strong interpersonal, communication and leadership skills;
- The ability to interact with senior management regarding financial information; and
- A self-motivated team-player capable of accomplishing tasks with limited supervision.
