**Scope of Work -**

The Client organization’s Project Management Office is looking for a resource with extensive Project Management experience. The projects that this resource will manage will include: Changes to business systems, processes, and programs; information technology (IT) and infrastructure; and, financial and human resources, all of which impact branches across the Ministry, sector partners and the wider community.

IT Division’s Project Managers are typically responsible for managing either very large IT projects or a number of smaller IT projects concurrently. Project Manager(s) will be leveraged on projects as required. Project Manager(s) may also be required to co-manage projects with other internal ministry Project Manager(s) or 3rd party vendors.

**Deliverables -**
- Develop the terms of the Detailed Project Plan in consultation with the Project Leadership Team
- Produce the Project Plan and gain Project Sponsor approval
- Ensure the project is undertaken in accordance with the standards, processes and documentation which follow PMI standards
- Produce deliverables on time, within budget and to specification ensuring project objectives are met
- Ensure the work products and deliverables are completed in compliance with technical standards
- Facilitate integration of project touch points (interconnections) across related projects
- Monitor and report on project performance: scope, schedule, cost, and quality of project deliverables
- Identify, monitor and manage risks related to the delivery of the project
- Provide timely communications and reporting regarding projects risks, issues and concerns to the team, Project Sponsors and relevant stakeholders
- Organize and facilitate multi-stakeholder workshops, meetings and prepare presentations
- Work collaboratively with third party vendors and other partners to include their delivery as part of the overall implementation plan
- Develop project change requests (scope, time and cost) while negotiating and sharing financial implications and/or impact with the Project Sponsor
- Manage team health by ensuring conflict is handled and that members receive recognition
- Identify changes to resourcing requirements, etc.

**Qualifications and relevant Experience -**
- Valid Project Management Professional (PMP) or PRINCE2 certification
- Government of Saskatchewan is interested in understanding the Resource’s experience with Government of Saskatchewan, or comparable entities, as it relates to the technical and business landscape
- Demonstrated experience managing at least two (2) large scale Azure cloud migration projects (budget of at least $500,000)
- Proven record of achievement as a Project Manager demonstrating experience in successfully working in an IT project environment with an ability to prioritize, meet deadlines and work under pressure
- Demonstrated experience communicating technical concepts to a variety of technical and non-technical audiences
- Demonstrated Project Management experience successfully managing team resources, systems development, estimating effort and costs, and planning and scheduling project activities
- Demonstrated experience in developing and managing project documents, such as status reports, budgets, project plans, proposals, and close-out documents including transition to productions
- Strong interpersonal skills demonstrated by experience working with all levels within an organization and understanding business priorities. This includes practices and techniques to establish and lead a project through a governance framework (i.e., project team meetings to Executive Steering Committee meetings)
- Demonstrated experience as a Project Manager on two (2) or more successful SaaS projects using Agile methodology
- Certified as an organizational change management practitioner, while not required, is **considered an asset**:

- Able to work 100% onsite at a Government of Saskatchewan office located in Regina, Saskatchewan, Canada
- **Familiarity with the Government of Saskatchewan, or comparable entity, technical and business landscape will be evaluated**
