**The role**
Reporting to the Director, Commercial and Contracts, the Analyst, Contract Management, is responsible for supporting the team in establishing, leading, and overseeing HFR’s contract administration function, particularly the Pre-Development Agreement (PDA), which will govern the Co-Development Phase. During this phase, VIA HFR will collaborate with the Private Partner to advance the project design, conduct consultations with local communities, Indigenous Communities, and stakeholders, and obtain a positive Impact Assessment decision. This role involves managing contract documentation, ensuring compliance with contractual terms, and providing analytical support to optimize contract performance.
**The responsibilities**
- Provide inputs for contract management tools, systems, and procedures, to ensure diligent oversight of PDA Work by VIA HFR.
- Monitor the private partner’s performance (including KPIs) as well as VIA HFR’s performance and ensure they adhere to the terms and conditions of the PDA.
- Coordinate with internal stakeholders to review submittals, correspondence, change requests, claims, relief event request, etc.
- Prepare briefings and reports on the status of activities related to the commercial and financial aspects of the projects (e.g. budgets, payments, cost variations, etc.).
- Support internal stakeholders in the review of the private partner’s invoices as per the terms of the PDA.
- Conduct research, as needed, to support the team in developing negotiation strategies for the future agreements governing the execution phase.
- Liaise with internal and external stakeholders to resolve contract-related issues and provide updates on contract status.
**The requirements**
- Bachelor’s degree in engineering, business administration or law, or equivalent.
- 3 to 5 years of relevant experience in the infrastructure sector, preferably in the transportation industry.
- Knowledge or experience with public private projects (P3) and/or collaborative models (progressive P3, IPD, Alliancing, etc.) contracts would be considered as an asset.
- PMP or equivalent would be considered an asset.
- Ability to build and maintain strong relationships with various stakeholders.
- Ability to adapt in an evolving environment.
- Bilingualism (English and French), both spoken and written.
- Action and results oriented.
- Strong analytical and problem-solving skills.
- Ability to manage multiple tasks and prioritize effectively.
- Strong communication and interpersonal skills.
