- Reporting to the Associate Director, Risk Management & Privacy and under their direction, the Privacy Officer is responsible for coordinating Vancouver Community College’s (VCC) compliance with the provisions of applicable access and privacy legislation, including the Freedom of Information and Protection of Privacy Act BC (“FIPPA”) and Colleges policies and procedures.
- This role coordinates and responds to Freedom of Information access requests, Privacy Impact Assessments and administers Privacy Breach protocols. Provides advice on the legislative requirements of the College to protect personal information and the College’s responsibility to disclose how it will be used for both employees and students.
- This position also designs, develops and delivers privacy orientation and training to college employees and regularly performs compliance audits on the effectiveness of privacy policy, procedures and training initiatives. This position has access to, and provides advice on, matters related to confidential and sensitive records held throughout the College.**Job Duties/Responsibilities**

**Freedom of Information Requests**
1. Coordinate and responds to legislative requirements relative to access to information requests made with the college under FIPPA, including administering, processing, and responding to all requests.
- 2. Corresponds with access to information applicants as required under FIPPA.
- 3. Determines which College departments have records related to the access to information requests. Advises the departments on the requirements under FIPPA and provides advice and guidance on how to conduct proper searches.
- 4. Evaluates and prepares fee estimates where applicable under FIPPA.
- 5. Makes recommendations on the release of sensitive and complex information, ensuring that all staturoy requirements under FIPPA for processing information access requests are met.
- 6. Observes legislative deadlines relative to access to information requests under FIPPA.
- 7. Secures and analyzes the records requested for disclosure exceptions under FIPPA independently or under the direction of the Associate Director. May review with Associate Director, Privacy consultant or legal counsel as required. Prepares records for disclosure; reviewing the disclosure package with the departments as required.
- Privacy Impact Assessments
- 8. Coordinates privacy impact assessments (PIAs), working with Information Technology where necessary, for new tools or processes that collect, use, store, access or disclose personal information.
- 9. Develops appropriate tools and processes for the College to educate and train others on the legislative requirements for PIAs. Builds awareness of when a PIA is required.**Privacy Policies Compliance and Breach Protocols**
1. Works with the Associate Director in the development of privacy programs, privacy protocols and initiatives.
- 2. Manages privacy breaches, including activities involving containment, risk analysis, notification, and prevention.
- 3. Liaises with relevant stakeholders on privacy matters, complaints, and investigations.
- 4. Coordinates and responds to complaints filed with and investigations conducted by the Office of the Information and Privacy Commissioner (OIPC) regarding the Colleges’ FIPPA files.
- 5. Conducts regular reviews of access to information and privacy practices in departments across the College. Provides reports and recommendations for improving access to information and privacy policy, procedures and practices.
- 6. In conjunction with the Associate Director, implements College-wide privacy policies and procedures including but not limited to collection use and disclosure procedures, forms compliance, administration of privacy impact assessments, privacy breach preparedness, security (as it pertains to personal information), information storage, and access to personal information.
