**Role Responsibilities**:
The Oil Sands Mine Reclamation Policy Specialist is responsible for leading the review, analysis, and development of land conservation and reclamation programs and policies associated with the oil sands mining sector for Alberta Environment and Protected Areas. The work supports the implementation of Alberta’s government-wide approach to sustainable resource and environmental management. The position will provide technical support on oil sands mine reclamation for the development of integrated management policy around all media (air, land, water, waste, climate) to achieve Alberta’s environmental outcomes.

This is a senior-level position that will provide the department with scientific and technical capacity in the field of oil sands mine reclamation to:

- Develop provincial guidelines, objectives and other policy instruments that maintain land and manage environmental risk and liabilities in Alberta.
- Evaluate scientific and other information about land issues from a variety of sources, including actions and policies in other jurisdictions.
- Consult and work with stakeholders, Indigenous communities and organizations and other government agencies to identify priorities and to understand and respond to existing and emerging land issues associated with the oil sands mining sector.
- Provide specialist support to others in the department and the Government of Alberta on complex and emerging issues.
- Communicate new information to stakeholders, Indigenous communities and organizations and government agencies.

These responsibilities are directed towards establishing and maintaining reclamation outcomes on lands affected by oil sands mining and are carried out under the authority of the Environmental Protection and Enhancement Act.

The range of issues the Oil Sands Mine Reclamation Policy Specialist is responsible for will be broad. Specific technical and scientific topic areas might be soil salvage and replacement, re-vegetation strategies, tailings management, wildlife habitat and biodiversity and liability management. This individual will be expected to lead initiatives in these areas and review Acts, Regulations and other polices to ensure alignment.

The position will maintain strategic and effective relationships with colleagues across the Alberta Government and with other provincial and federal government departments, industry, Indigenous communities and organizations, environmental non-governmental organizations and municipalities to develop, advance and communicate clear outcome-based reclamation policies associated with the oil sands mining sector.

**Qualifications**:
Ph.D. in a scientific discipline such as reclamation, land management, environmental engineering, biology, or a related discipline, plus 2 years progressively responsible related
experience; or equivalent as described below.

**Equivalency**:

- Master’s degree in a related field plus 4 years related experience; or
- University graduation in a related field, plus 6 years related experience in reclamation, land management, environmental engineering, biology, or a related discipline, with 5 or more years of experience.

To be successful in this role, the following skills, competencies and characteristics are important:

- A sound understanding of Alberta’s regulatory/legislative system associated with oil sands mining, and the processes and mechanisms around policy development and approval.
- Operational understanding of the oil sands mining sector.
- Knowledge of liability management.
- General knowledge of statistics, economics, biology, ecology, geography and soil science as well as familiarity with other relevant fields such as chemistry, biochemistry and watershed management.
- Capable of working independently, in a multi-disciplinary team environment, or as the leader of specialist and/or multi-disciplinary teams, as the situation requires.
