Overview:
The Financial Officer (‘FO’) performs regular analysis and reporting in support of the School of Accounting and Finance’s (‘SAF’) Strategic planning. The FO is accountable to the Administrative Officer for providing leadership and direction for the financial management of the School. Working with the School’s Director and Administrative Officer, the FO provides both financial and non-financial performance results and projections. The FO will establish and maintain processes and routines to support fiscal accountability, ensure that sound accounting practices are in place within the School, and that financial activity in SAF conforms to the University’s financial policies and procedures. The FO will participate in long
- and short-term strategic planning for the School, assess and resolve financial related issues in consultation with the Arts Faculty Financial Officer as required, and provide guidance with respect to compliance with relevant policies and procedures. The FO will work on a variety of projects for the School under the direction of the Administrative Officer and/or the School’s Director.

**Responsibilities**:
Financial Management & Analysis
- Responsible for financial management, analysis and reporting for all of SAF’s operating, trust, endowment and research funds
- Liaise with Arts’ Faculty Financial Officer (‘FFO’) and Faculty Financial Officer (Research) on issues related to financial policy interpretation
- Review expenditures to ensure compliance with University and funding agency policies
- Improves existing or creates new internal control procedures to support SAF’s adherence to relevant University and funding agency policy requirements and maintenance of a strong internal control environment
- Provides periodic audit support to Arts’ FFO’s
- Liaise with the School Administrative Officer on financial transactions pertaining to SAF expenses, new start-up grants, and budget reallocation
- Prepares and distributes monthly financial reports regarding the status of faculty start-up grants, chairs/professorships, and other research grants
- Prepares quarterly reports to all external Boards for the various SAF Centres
- Develops and maintains procedures to support sound financial monitoring of income and expenses on all accounts under the School Director’s responsibility
- Review financial reports for the School throughout the year; discuss potential issues with the Administrative Office and Director
- Oversees all personal expense reimbursement requests (travel claims and request for payment) and Faculty Professional Expense Reimbursements claims and ensures accuracy, compliance and eligibility.
- Provides oversight for the management of Pcard processes including the management of HST coding in adherence with CRA policies
- Responsible for research compliance reviews and sign off for all expense claims under $3,000
- Prepares reports as required by other areas within the School
- Reconciles SAF’s monthly financial results and initiates correcting journal entries, as required
- Compile statistics, provide survey information and complete questionnaires for internal and external sources

Strategic Planning
- Plans and coordinates the development of the School’s annual operating budget in consultation with the Director, the Administrative Officer, and the Faculty Financial Officer
- Report monthly to the Administrative Officer on the financial status of all budgets under the responsibility of the SAF Director
- Conduct short and long term (five year) financial planning to project and ensure fiscal sustainability
- Prepares multi-year budgetary forecasts identifying concerns and proposing solutions for improvement
- Identification of financial opportunities and consequences of long-term plans and proposals to facilitate effective strategic decision-making

Operational Management Support
- Assists with the identification, development and implementation of financial projects to improve service quality, operational efficiency, stakeholder satisfaction, and timeliness
- Builds connections and maintains productive, collaborative relationships between the SAF Faculty and Staff, Dean of Arts Office, Finance, Office of Research and other Central Support units across campus on matters related to financial administration.
- Identifies and promotes the sharing of financial and administrative best practices within SAF and across other business units across campus.
- Train SAF Faculty and Staff on financial and budgetary procedures, ensuring that transactions and reporting within SAF adhere to UW policies and are executed efficiently
- Develops and maintains financial and relevant administrative procedure documentation, ensures that this information is stored in a central location and readily available to all relevant stakeholders
