**Position Summary**:
Reporting to the Executive Director, the Manager, Finance and Business Operations is responsible for all PCN financial planning and operational initiatives. This includes oversight and execution of budgeting, accounting, payments, day to day business transactions, financial reporting and variance analysis, financial modeling to support program decisions, risk management, and payroll.

The role is also responsible for the effective and efficient management of PCN facilities, contracts and vendor management including information technology, business continuity planning, and leading other initiatives that support PCN alignment to community, zone, and Alberta Health priorities.

The Manager works collaboratively with external auditors to support the annual audit and is responsible for establishing and sustaining productive relationships with a variety of stakeholders and partners including Board Members, staff, AHS and Alberta Health.

The Manager plays a leadership role within the PCN and regularly advises operational leadership and Board Members. The role oversees the finance team including Accounts Payable Administrator and Payroll. The position also oversees PCN non-profit reporting, grant administration, and optimization of charitable society status.

**Key Responsibilities**:
**Strategy and Risk Management (~20%*)**
- Develops and implements current and long-term financial management plans aligned to strategic goals, business objectives, regulations, and expectations from Executive Management.
- Oversees all financial obligations of the PCN including charitable status, non-profit status, and restricted grants.
- Implements organizational accounting strategies by contributing accounting and financial information, analysis, reporting and recommendations to strategic thinking and direction.
- Establishes functional objectives in line with organizational objectives.
- Implements and maintains financial controls throughout the organization, including preparing and maintaining financial policies and procedures to ensure proper accounting standards, controls, and corporate governance.
- Supports development and manages the risk management framework and identifies potential financial and operational risks.
- Manages yearly financial audit activities and coordinates/plans audit process with external auditors.
- Safeguards corporate bank accounts by reviewing deposits and reconciling bank accounts monthly.
- Participates at Operational Leadership and Finance and Audit Board Working Group Meetings.
- Assists in developing and reporting of organizational KPIs including Financial and HR metrics.

**Reporting & Budgeting (~20%)**
- Leads budget planning cycles, variance analysis, financial modeling, and monthly forecasts.
- Prepares monthly financial reports, cost reports, and regular analysis of variances including statement of operations, cash flow forecast, statement of financial position, year-end financial reports, and reports to Executive Management and the Finance and Audit Board Working Group.
- Prepares all external reporting required by Alberta Health and other funding administrators.
- Collects, analyzes, and consolidates financial information to support data informed decision making.
- Supports decision making and efficient operational management by developing financial processes, developing financial forecasting, and implementing process improvement and cost control initiatives.
- Develops presentations, business cases, and recommendations to leadership and the Board.

**Accounting Process (General Accounting & Reporting - AR and AP) (~20%)**
- Responsible for the completion of all accounting functions, including accounts payable, accounts receivable, expenses, reconciliations, and payroll.
- Manages the month-end close process, including the preparation of journal entries.
- Maintains sufficient funds by forecasting cash requirements and obligations.
- Prepares financial statements in accordance with internal financial accounting policies and procedures.
- Regularly reconciles and analysis of bank and balance sheet accounts (maintenance and review of account reconciliation, journal entries and analysis to ensure proper allocations and balanced GLs).
- Leads continuous improvement of accounting and internal control policies and operational procedures and cost control measures.
- Advise on and adhere to accounting best practices.
- Maintain and reconciles all general ledger accounts to ensure proper coding of transactions on an ongoing basis.

**Business and Operations Management (~15%)**
- Works with key members of the team to develop risk management and business continuity plans across the PCN.
- Oversees facility operations including lease agreements, site-based improvements, safety and security, and organizational OH&S requirements.
