**Primary Accountabilities**
- **Leadership & Employee Engagement**_
- Lead and manage a diverse team of professional, technical, and administrative staff to achieve the goals of the Nova Scotia Provincial Housing Agency.

- The Director ensures the delivery of programs, ensures leaders have the necessary tools and knowledge to acquire, engage, recognize, and grow employees through programs such as performance management, training and development, recruitment and retention; and maintaining harmonious labour relations within a unionized environment.
- **Client Service Transformation**_
- Ensure that employees and contractors carry out their job functions safely and in accordance with legislation and corporate policies and practices. Ensure that all financial responsibilities are managed and executed in a responsible, ethical and business-like manner. This includes ensuring operating programs against expenditures and revenues; leading the implementation of effective procedures for rent collections and handling cash; maintaining appropriate unit turnover times, monitoring arrears, The incumbent is also accountable for creating business cases that support funding requests to sustain the portfolio through the preparation and timely supply of comprehensive operating and capital budget information.
- Enhance tenant relations and involvement through initiatives which promote tenant inclusion in program/policy design, increased sense of responsibility for their role in maintenance of housing properties, exceptional client service delivery practices and maintenance of properties to a reasonable community standard.
- **Finance & Risk Management**_
- Implement a risk assessment and risk management program through consultation with Risk Management, for all properties to a corporate standard which manages liability and life cycle costs and has in place, viable emergency response plans for situations such as evacuation procedures due to fires, floods, epidemics, etc.
- Protect and improve on government’s property investment through analysis and determination of priorities, and the disbursal of approved funds in conjunction with establishing effective preventive maintenance and modernization programs, and appropriate security services.
- Provide input through negotiating, tendering, and evaluating all forms of contracts such as collective agreements; construction contracts; servicing contracts; materials procurement; social contracts with tenant groups. An important component is assuring good value for resources expended while working with the procurement team through an effective and competitive public tendering and contract award process in compliance with procurement policies and procedures.
- **Policy & Process Administration**_
- Complete Decision Reviews on all requests from clients, participate in Appeals as required. Connect with external stakeholders as representatives of ahe Agency ie MLAs, community groups, etc.
- **Stakeholder Relations & Contract Management**_
- Build and maintain strong relationships with key internal and external stakeholders, including elected officials, community organizations, contractors, and tenant groups.
- Provides updates and recommendations to the Executive Director and Senior Leadership Team.
- Collaborates with Communications when responding to media and public requests.
- **Decision Making & Strategic Planning**_
- Develop and execute short
- and long-term strategies to maximize the efficiency and longevity of housing stock, while delivering exceptional client service.
- Make complex and sensitive decisions regarding staffing, financial resources, and service priorities, consulting with the Executive Director as needed for high-impact changes.
- **Performance & Impact**_
- Ensure the district’s housing operations meet high quality, safety, and affordability standards for low-income Nova Scotians.
