**JOB DESCRIPTION**

**Title**: Housing Manager

**Reports to**: Band Administrator
**Terms**:Full-time Position
**Hours**:35 hours per week

**Salary**: $58,386

**Location**: Saugeen First Nation Governance Building

**Position Summary**:
The Housing Manager oversees a wide variety of housing related tasks and is charged with running the Housing Department like a business. The Housing Manager roles include that of a planner, a technician, an administrator, a supervisor, a communicator, and a financial officer all rolled into one position.

**Duties**:
**Planning**
- Development of community housing plan
- Review and revising of housing policies
- Developing short and long term maintenance plans for Band owned housing and buildings
- Capital replacement planning

**Technical and/or housing knowledge**
- Ensuring construction and renovation meet appropriate standards
- Overseeing new construction and renovations
- Using technical reports for decision making purposes.
- Developing proposals for various funding opportunities
- Overseeing the tendering process for new construction
- Annual housing inspections to compile maintenance reports

**Financial**
- Preparing budgets & forecasts
- Monitoring budget variances and reporting on exceptions
- Using financial reports for decision making purposes
- Manage mortgages including collection process
- Tracking rental arrears by working with the finance team

**Organization/administrative**
- Preparing housing reports for band administrator
- Overseeing proper record keeping
- Organizing/preparing for various types of meetings such as committee, council, or housing strategy planning meetings
- Housing committee member/chair
- Maintaining a housing inventory using the data management system
- Completing project reports as required by the funding agency
- Prepare briefing notes as required to Council

**Interpersonal/communication**
- Providing direction and oversight to the housing personnel
- Managing tenant relations
- Preparing written communications
- Preparing PowerPoint presentations and facilitating community meetings when required
- Staff evaluations

**Qualifications**:

- Business Administration diploma or college diploma in Civil/Architectural Technology or equivalent experience
- Excellent Microsoft Office skills including Word, Excel and Outlook
- Experience working with First Nations
- 2-3 years’ experience managing housing or related project management skills
- Financial management experience
- Very strong oral and written communication skills
- Demonstrated critical thinking and problem solving skills
- Knowledge of building and fire codes an asset
- Experience working with government agencies
- Construction/trade experience considered an asset
- Knowledge of worksite safety and employment law
- Current Ontario ‘G’ driver’s license
- Knowledge of FNMHA, ISC, CMHC, OFNTSC, and Advisory Services an asset
