**The Team**:
In Housing Services, we believe that communities thrive when everyone has a place to call home. This vision guides our every decision. We serve community members experiencing homelessness, housing instability, and housing affordability challenges in Waterloo Region. We are a Service System Manager, funder, and service provider.
As an integral part of the leadership team, you will provide project management and planning-related leadership, support, and expertise to management, staff and community partners. You will build community capacity, lead service, staffing, and system reviews, and make recommendations regarding funding allocations and identifying and addressing strategic and system-level policy gaps and opportunities. You will analyze data, engage in program research and evaluation, prepare and present reports, and respond to inquiries from Council, Senior Management and Community Members. You will work collaboratively with Community Services staff in other work areas to promote opportunity for integration and to support efforts to prevent and end homelessness and increase access to affordable housing.
You will advise management on social planning, policy analysis and development, project management, and community capacity building within Housing Services. Working with community partners and leaders, you will work to build trust and actively engage with racialized, vulnerable, or Indigenous communities. You will work with departmental staff, other departments, and community stakeholders to develop, implement, and evaluate programs, services, and partnerships that improve quality of life. You will advocate with internal and external stakeholders for the collection of data; which you will collect, analyze, and use to engage the community and to inform potential program changes. You will also lead and facilitate equity and inclusion projects with Regional staff and community partners, including reviewing housing programs, Service Manager plans, and community partner agreements and programs to support the implementation of systemic changes grounded in anti-racist, anti-oppressive principles/approaches.

You will bring a lived experience through personal understanding of the issues and concerns of equity-seeking, vulnerable, and marginalized groups/sectors, along with the challenges that come with systemic racism, discrimination, and inequity as an Indigenous or racialized individual, persons with disabilities, and/or member of the 2SLGBTQ+ or another under-represented community. You will have a strong understanding of the social, political, cultural, spiritual, health, and economic history, challenges, and opportunities relevant to immigrants, racialized and Indigenous communities, persons with disabilities, other historically disadvantaged groups, and systemic impacts.
To assume the role as Social Planning Associate you will have a profile that reflects the following strengths:
- Knowledge of municipal and provincial social service and healthcare programs and related legislation; interrelationships between levels of government, public administration, strategic and social planning, research and evaluation, community development, program administration, and factors impacting social wellbeing and quality of life, normally acquired through a Master’s Degree in a related field (e.g., Social Work, Social Planning, Community Psychology, Social Policy, Human Service Administration), plus progressively responsible related experience in a social services or related field.
- Experience working in the equity, inclusion, or anti-oppression fields, supporting the development, planning, and delivery of programs focused on structural or systemic change.
