The Alberta Recycling Management Authority (ARMA) acts on behalf of the province to oversee end-of-life processing of tires, electronics, paint and used oil materials. Our industry is rooted in the principle of circular economy where resources and products are kept in use for as long as possible, and regenerated into new products and materials at the end of their earlier life cycle. We have recently been named by the province to oversee Extended Producer Responsibility (EPR) by way of regulation. This role will be a key player on the team leading the business development of a new division at ARMA and overseeing the implementation of a new recycling framework for the province.

**Position Summary**:
Reporting to the Executive Director, Extended Producer Responsibility, the Manager, EPR Compliance is responsible for ensuring compliance with EPR Regulation through the registration of producers, PROs, and municipalities participating in EPR and the enforcement of reporting completeness and accuracy by registered parties. This role will work on a team that will have an impact on the recycling programs for the province of Alberta for decades to come.

**CORE RESPONSIBILITIES**

**Risk Management, Legal Compliance and Optimization**

1. Identify and register obligated organizations under the EPR Regulations.

2. Ensure compliance with the EPR Regulation by registered parties, including mandatory reporting, payment of fees, and/or other regulatory requirements.

3. Support development, execution, and continuous improvement of the producer plan verification process.

4. Ensure that all ministerial reporting requirements related to EPR are fulfilled.

5. Oversee and provide direction on functions and processes to support compliance (e.g. annual file updates), to meet EPR objectives.

6. Develop a risk-based compliance matrix to be used in evaluation of non-compliance.

7. Develop and deliver Compliance Orders to help interested parties regain their compliant status.

8. Create and implement proactive risk mitigating solutions to reduce liability for ARMA.

9. Provide oversight and/or approval for audit files and registrant account transactions, including compliance review results, adjustments to previously submitted reporting, file inactivation, etc.

10. Provide recommendations on items requiring approval by senior management or the Board / Board Committees.

11. Prepare updates as required for Board, Committee, and Industry Council reports.

12. Manage contracts with external consultants engaged for the development or delivery of registration and compliance activities (e.g. potential registrant search, etc.).

**Proactive Education/Awareness, Stakeholder Relations, and Communications**

1. Contribute to the development of education and awareness of the registry and reporting process.

2. Contribute to communications targeted at registered parties on matters associated with fees, producer plan verification, and reporting.

3. Contribute to the development of communications to address non-compliance.

4. Prepare and deliver registration and compliance presentations.

**Bylaw and Policy Development, Maintenance, and Implementation**

1. Support development, maintenance, and enforcement of bylaws, policies, and practices in alignment with the EPR Regulation.

2. Support management and implementation of best practices in program development, implementation, and evaluation of the EPR oversight program.

3. Works with Alberta Environment and Protected Areas (EPA), Producers or Producer Responsibility Organizations, communities and other participants to ensure fulfilment of mandate as an oversight body to enforce regulation.

4. Evaluates and implements oversight policies and procedures by analyzing and interpreting data and incorporating feedback.

5. Maintains a thorough understanding of industry trends regarding oversight policy developments to make informed decisions regarding oversight implementation.
