**Lead Hand, Operator, DZ License, Environmental Services / Truck Driver, Labourer - Parks Operations (Dual-Rated)**

Under the general supervision of the Supervisor, Environmental Services, within established policies, procedures, and guidelines, assists with planning, execution, and provision of team-leadership for the delivery of the Environmental Services Department’s afternoon waste and recycling operations. For a period of approximately 6-months, the position will provide oversight and leadership to a team focused on the delivery of waste management operations, including waste collection and diversion, litter collection, public-washroom sanitation, and overall maintenance of park cleanliness. The period may vary based on operational requirements and upon conclusion will function as a DZ Licensed Operator to carry out the operational requirements of the Environmental Services department, as well as conduct other duties as required within

**Niagara Parks offers a dual-rated salary of $24.79 per hour to $30.48 per hour (Pay Band 8) AND $26.04 to $32.00 (Pay Band 9) per hour for this position as well as a comprehensive benefit plan and defined benefit pension plan.**

QUALIFICATIONS:

- High School diploma or equivalent knowledge and experience
- Class "DZ" Driver’s Licence
- 8 Ton Crane Operator Certificate
- Working at Heights Certificate
- Aerial Work Platform Certificate
- Minimum three (3) years experience in waste/recycling practices.
- Proven leadership experience.
- Experience in equipment operation including, riding mower equipment, tractor/loader/ backhoe operations, water vessel operation, heavy trucks and float trailer operations, man lifts of various size and crane operations.
- Working knowledge of turf/grounds and waste/recycle maintenance operations.
- Knowledge and understanding of the Occupational Health and Safety Act.
- Traffic control training and practical experience.
- Ability to carry out a variety of manual labour duties using a mechanical aptitude and ability to work from plans or blueprints.
- Strong interpersonal and communication skills when dealing with members of the public and employees.

DUTIES AND RESPONSIBILITIES:
**Key Activities**

**Group Leadership**
- Provides group leadership and participates in the delivery of afternoon waste management operations, including waste collection and diversion, litter collection, public-washroom sanitation, and overall maintenance of the park’s cleanliness.
- Assists with long-term and short-term planning, assigns and monitors work for regular, seasonal and student employees.
- Assists with organization of work schedules and documents work hours for payroll purposes.
- Recommends overtime for approval to Supervisor.
- Transports employees and material to sites; assesses inventories and orders stock from suppliers based on operational needs.
- Provides first aid and prepares accident reports for Supervisor approval.
- Provides input to the Supervisor on employee year end appraisals (where applicable).
- Provides daily work records and monthly lead hand reports.
- Conducts regular work inspections and documents KPI data related to waste diversion, labour hours, fuel, etc. as requested.
- Trains employees as required.
- Provides excellent customer service to internal and external customers and staff.
- Informs Supervisor of equipment, tools and vehicles that are needed or require repair or replacement or has maintenance staff investigate; researches and writes specifications for equipment purchases.
- Complies with and encourages staff to follow all applicable legislation as well as any related policies and procedures.

**Operator/Driver**
- Operates trucks and equipment to facilitate work for the Environmental Services team and the overall maintenance needs of Parks Operations.
- Operates lifting devices to move/install site furnishings (aggregate planters, garbage cans, etc.) and light displays.
- Manages was disposal locations with front-end loader to compact, transport, and cleanup waste (when applicable).
- Excavates manually and with front-end loader or backhoe as required.
- Conducts clean-up and disposal of garbage using the garbage packer, dump trucks, knuckle boom crane, sweepers, and litter pickers for the grounds, concessions, and building areas.
- Prepares and submits locate requests to the internal Technician in compliance with the Niagara Parks Commission policies and procedures.
- Performs Traffic Control set-up and take-down in accordance with applicable legislation.
- Provides general labour duties when required for the maintenance of Queen Victoria Park including operating equipment (trucks, tractors, loaders, etc.), shoveling, ploughing, sanding, and salting of paths, sidewalks and parking lots.
