Building Inspector/ Bylaw Enforcement

The successful applicant will be responsible for the enforcement of the Town of Kingsville’s by-laws through public education and awareness, and when required, the issuance of orders, final warning letters, Part 1 Certificates of Offence and Part 3 Informations under the _Provincial Offences Act _. Must have demonstrated proficiency prioritizing tasks according to risk, responding to complaints in a professional manner, conducting thorough investigations and inspections, completing all documents required for court, preparing prosecution briefs and ability to work independently.
The position of By-law Enforcement Officer / Building Inspector will report to the Chief Building Official. Primary responsibility will be to enforce the Town’s by-laws but there is an expectation that the position will also support the Building Department as directed by the Chief Building Official. As such, the successful applicant must also obtain the necessary qualifications to become a registered Building Code Practitioner. The By-law Enforcement Officer / Building Inspector will need to follow established protocol and procedures and is required to collect and analyze information and select the appropriate course of action.
**Duties and Responsibilities**
- Assisting and overseeing the administration and enforcement of Property Standards, Zoning By-law and other municipal by-laws infractions.
- Schedule and conduct routine compliance and enforcement checks including night-sky compliance enforcement.
- Provide suggestions for developing new initiatives and programs geared toward increasing compliance, including feedback on by-law amendments and/ or policy and procedure changes.
- Make recommendations to revise or develop new by-laws for approval.
- Be responsible for review and issuing of permits for by-law related files such as pool fences.
- Conduct building, by-law, property standards and zoning inspections and record deficiencies.
- Investigate and resolve complaints and evaluate situations to determine steps to be taken.
- Maintain contemporaneous and detailed notes and records related to non-compliance issues and interactions with offenders.
- Provide assistance by conducting on site building inspections for all building categories to ensure compliance with the Ontario Building Code, Acts and By-Laws, when required.
- Provide assistant to matters dealing with Building Inspections
- Write Orders to ensure compliance with deficiencies in a timely manner.
- Responsible for drafting reports, letters, Orders, court documents and attending court as necessary.
- Participate in prosecution of by-law violations, including court testimony as required.
- Prepare prosecution briefs for the municipal prosecutor.
- The procurement of contractors to achieve by-law compliance, charging of fees and penalties as well as third party billing in accordance with the Town’s procurement policy.
- Other duties as assigned.
**Education and Qualifications**
- Must have a post-secondary school diploma from a recognized college or university program including law enforcement/police foundations, law & security, justice administration, criminology, civil engineering technology, architectural technology or an environmental studies related field is an asset.
- Successful completion of the Property Standards Association standards courses (OAPSO) or the Municipal Law Enforcement Officers Association of Ontario - Part 1 Certificate are an asset.
- Knowledge of Ontario Evidence Act, Provincial Offences Act, Municipal Act and Ontario Building Code Act.
- 3-5 years related by-law enforcement and/or building experience is an asset.
- Must have the following mandatory qualifications or would be required to work towards the following categories as set out in the Building Code Act and Regulation: General, Legal or Powers and Duties of CBO

Must be willing to participate in the Ministry of Housing training course and examination as required.
Have the following experience: good report writing skills, organizational and interpersonal skills, and exercise good judgement.
Able to resolve complex problems related to inspections and legal investigations.
Work in a team environment.
Customer service skill with the ability to handle conflict.
Knowledge of a permit tracking systems is an asset.
Must hold and maintain a valid Ontario Class ’G’ Driver’s License.
Strong computer skills, in Microsoft Office (Word, Excel, PowerPoint, Outlook)
**Physical Demands**
- Work is performed indoors and outdoors.
- Normal 40-hour work week. Must be able to work flexible hours such as evenings, weekends and overnight shifts.
- Exposure to varying levels of heat and or cold and dusty/dirty conditions at construction sites
- Walking over uneven terrain, climbing ladders and crawling.
- Travel within the Town to various locations
- Operation of a motor vehicle.
