Manager Financial Management Systems

Manage two diverse teams which are responsible for the delivery of business process transformation to address business needs, to enhance user experience, and to provide functional production support to all PeopleSoft Integrated Financial System (IFS) modules to minimize business interruptions. Understands business needs in order to provide input in defining PeopleSoft centre of excellence and the ERP long term strategy. Act as primary liaison to develop and maintain communication linkages and relationships both internally within Finance, Business Technology Services (BTS), Human Resources (HR) departments and externally with third-party service providers to effectively manage and to coordinate enhancements, maintenance and upgrades of PeopleSoft IFS and other Financial systems.
Provides guidance and leadership to staff and support the Director, Financial Management Systems. Other duties include regular reporting of Finance system production issues to senior management and interface with the user community for reporting and training needs.
**Major Responsibilities**:
Manage a team of Production Support Analysts to provide end user support and timely functional resolution of PeopleSoft production issues. This includes:
- Maintaining effective communication and relationships internally with BTS and finance business leads by working collaboratively for timely resolution of production issues
- Minimizing business interruptions by engaging the appropriate parties to identify root cause, discuss and resolve issues, and recommend alternatives resulting in problem resolution
- Engaging the team for regular maintenance, upgrade and implementation of PeopleSoft IFS modules
- Maintaining up-to-date user documentation and reference guides and organizing training to required users
- Prioritizing and allocating work to team members
- Identifying and addressing blockers, inefficiencies and other issues to effective service delivery
- Providing business/functional expertise and direction to staff when required
Manage the continuous business process transformation program for PeopleSoft IFS to introduce new functionalities and/or implement new modules to meet business requirements, to increase efficiency, reduce risk, strengthen internal controls, and to enhance user experience. This includes:
- Meeting regularly with various Finance business owners to proactively discuss the current challenges and what needs to be improved
- Understanding and leading the business requirement analysis and documentation and to develop a plan of action for implementation in consultation with related parties
- Providing expertise and guidance to the Business Analyst(s) in coming up with alternatives and determining the optimal solution to meet the business requirements and enhance user experience
- Directing all aspects of technical development and testing in collaboration with business and BTS
- Providing training to staff and manage end user documentation
- Prioritizing and allocating work to team members
- Providing business/functional expertise and direction to staff when required
- Engage in value-added and support/administration activities as directed.
- Providing regular reporting of production issues impacting Finance to senior management and the President and CEO
- Engaging in business transformation projects, e.g. ACES
- Coordinating the Finance Cluster Service Level Agreement (SLA) with BTS, etc.
- Participating as a member of the Branch’s management team in the development of branch goals and objectives in support of the divisional and corporate goals and objectives
- Conducting performance evaluation, providing coaching and performing staff related administrative functions
- Collaborating with BTS strategy team as well as business strategy team
Perform other related duties and responsibilities as assigned or required
**Job Requirements**:
1. **Education requirements**: Undergraduate in Business or Accounting
2.** Experience**: Seven (7) years of PeopleSoft Financials related experience with a minimum of three (3) years at a managerial level
3. **Technical or Professional Qualifications or Certifications / Designations**:Oracle Certified Expert, PeopleSoft 9.x. General Ledger or other financial module
