**About the Opportunity**:
Reporting to the Director, Recruitment Services and working closely with the Zonal People Services Directors and Provincial Talent Acquisition Advisor - the Recruitment Consultant (Provincial program portfolio) will support the implementation and coordination of strategic business plans and services to meet the Key Performance Indicators (KPI) for the Center of Excellence COE. The successful incumbent will work closely with the Talent Acquisition Advisor and Recruitment Leadership team to provide provincial leadership to projects as assigned. The Recruitment Consultant will liaise with leadership to identify present and future program needs or opportunities in support of integrated services and efficient utilization of resources. The Recruitment Consultant will make recommendations that fall within a program responsibility, established practices, processes and policies.

This position will support recruitment initiatives for hard to fill positions in the following provincial programs: Primary Heath Care, Renal Services, Facility Management & Support Services, Nutrition & Food Services, Cancer Care & Continuing Care.

**Areas of Responsibility**:

- Estimates and develops timelines and strategies for implementing improvements, recommendation and opportunities
- Conducts research on HR best practices
- Assists in process development and implementation for recruitment and human resource best practices
- Contributes and represents the Organizations’ image as an employer of choice and supports the implementation of branding strategies and initiatives
- Coaches and trains hiring managers on recruitment practices and process changes
- Liaises with recruitment and hiring managers and provides support by creating and delivering training on recruitment related processes and technology
- Leads assigned projects from start to finish, working through obstacles and gaining support from various stakeholders
- Applies competency-based selection processes and tools for assessment decisions
- Develops and maintains tools that contribute to responsive, accurate, and consistent service delivery
- Act as a resource on unique or complex issues, providing guidance, conducting research to support recommendations, and providing reference materials
- Ensures consistent collective agreement and employment guide interpretation and process implementation
- Supports recruiters in developing skills related to recruiting for hard-to-fill positions through coaching, identifying learning and information needs, and developing strategies to successfully target needs
- Works with provincial leadership to understand hiring needs, plans and implement preventive measures to reduce hire time
- Develops, tracks, and reports on performance indicators related to campaigns, programs, and provincial initiatives

**About You**:
We would love to hear from you if you have the following:

- Bachelor’s degree in human resources or a combination of education and 5 years’ progressive leadership experience
- Certified Human Resources Professional (CHRP) or other relevant professional designation preferred
- Minimum five (5) years’ experience in human resources/recruiting
- Experience with information systems that are used for recruiting and staffing, including SAP and SuccessFactors, etc.
- Experience working with diversity of staff and stakeholders, and demonstrating cultural competency, diversity, and social inclusion
- Strong knowledge of Human Resource principles, concepts, and practices
- Knowledge of health care organizations and the health sector
- Demonstrated knowledge of policy development
- Project management experience
- Ability to analyze and interpret statistical data and monitor quality and performance indicators and be
