Job Description
Inspector of Administration
**Department**: Eeyou Eenou Police Force (EEPF)
**Report to**: Police Director
**Salary Grade**: $146,840
**Status**: Permanent
**Core Functions**:
**The Inspector of Administration**: plan, organize, direct, control all activities related to material resources, telecommunication, training and function for the Police Force.
**Key responsibilities**:
**Strategy Responsibilities**:

- Contributes to the planning and development of appropriate courses of action, recommending alternative means of achieving objectives, projecting consequences of alternatives so selected.
- Assess the results in relation to established goals and implement, and if needed, the appropriate corrective measures.
- Plan, supervise and control administrative support services such as: material resources, telecommunications, and EEPF training.

**Material Resources and Telecommunication Responsibilities**:

- Manage material resources to support EEPF operational needs.
- In collaboration with Capital Woks, ensure timely procurement of vehicles, equipment, and supplies.
- Oversee the management of EEPF fleet.
- Ensure proper storage of EEPF equipment.
- Oversee, manage procurement of police-related equipment, requisitions and control of inventory.
- Oversee and maintain register and keep record of firearms issuance.
- In collaboration with Capital Works, ensure proper condition and maintenance of facilities.
- Maintain inventory of all insurable assets belonging to the CNG/EEPF.
- Plan, administer and control budgets for contracts, equipment and supplies.
- Maintain the inventory of telecommunications and technology equipment for the EEPF’s vehicles and call dispatch center.
- Participates in the management of the Cree Police Force financial resources by assisting with the preparation of the annual budget for his sector.

**Training Responsibilities**:

- Oversee, define, and manage staff training needs.
- Oversee and coordinate annual firearm qualifications.
- In collaboration with the Police Director, prepares an annual training budget based on general orientation. Manages the training budget

**Managerial Responsibilities**:

- Supervise and lead direct reports.
- Assist with development of team objectives, as well as individual objectives for direct reports by ensuring that performance is aligned with those objectives. Ensure that supervisors within team are establishing objectives that are in alignment with departmental objectives, in collaboration with the Department Director.
- Identify training needs, recommend solutions, and support training and development.
- Conduct periodic performance evaluations for direct reports and assist supervisors through formal performance evaluations and regular one-on-one meetings.
- Promote ongoing, effective and open communication with employees. Keep staff members informed of decisions that impact them and/or their department.

**Other Responsibilities**:

- Maintain up-to-date knowledge and skills in area(s) of responsibility.
- Perform other duties as required.

**Qualifications**:
Education
- Secondary V graduate or the equivalent recognized by the Ministry of Education of Quebec.
- Completion of either:

- College diploma (Diplôme d’études collégiales) in police techniques; or
- College Studies Attestation (attestation d’études collégiales) in police techniques.
- Completion of a regular basic training program patrouille/gendarmerie at the École nationale du police du Québec or meet the standards of equivalence established by by-law of the École nationale de police du Québec.
- Completion of the Police management course at the École nationale de Police du Québec or its equivalent.

**Experience**:

- Be a Canadian citizen.
- At least five to eight years of full-time policing experience.

**Language**:

- Fluency in Cree, French, English (2 out of 3).

**Knowledge and Abilities**:

- Good knowledge of the Police Act, the Criminal Code, and the Code of Penal Procedures.
- Strong leadership, management and supervisory skills.
- Strong communication and interpersonal skills.
- Problem-solving and decision-making under stressful conditions or when clear and well-defined courses of action are not always readily apparent.
- Ability to communicate with people who are not always specialized in the same field.
- Ability to demonstrate attention to detail, rigor, good judgment and sense of organization.
- High level of professionalism and autonomy.
- Ability to continually update his/her knowledge relative to the management of documents norms, laws and techniques.

**Additional Requirements**:

- Typical office setting where there are no unusual physical demands.
- Willingness to undergo a background check.
- Willingness to travel occasionally.
