Reporting to the Director of Policy Planning, the Manager of Policy will provide sectional leadership and land use policy guidance to achieve the City’s long-term vision. You will lead a team of professional planners related to the development, monitoring and implementation of the City's Official Plan and related land use plans and studies including affordable housing, growth forecasts and community improvement plans. When undertaking these duties, you will also implement and promote the City's Strategic Plan and foster a culture of innovation, engagement, collaboration and respect

**Key Duties and Responsibilities**:

- Manage and set priorities for the section to develop, maintain and implement the City’s Official Plan and related plans and studies, such as Community Improvement Plans (CIP) and policy initiatives related to land use, affordable housing, socio-economic change, and sustainable development.
- Identify projects that require the assistance of consultants and work with Procurement to secure consultants accordingly.
- Oversee the development of Terms of Reference for specific projects/studies, assign project tasks accordingly, and ensure projects are being delivered on time, on budget and in accordance with Terms of Reference.
- Ensure that proper consultation with public, stakeholders, and internal departments is undertaken effectively and meaningfully.
- Present and report on studies and plans to Council for approval.
- Monitor, and where appropriate, participate in Provincial, Regional, Conservation Authority, and adjacent municipality initiatives.
- Prepare or oversee the preparation of briefing notes and staff reports describing the initiative and relevance to the City from a land use planning perspective, including responses to initiatives for Council approval and/or information.
- Participate in City or inter-municipal working groups regarding land use planning related initiatives, provide support in terms of data, analysis and policy interpretation.
- Oversee the development and analysis of data, databases and monitoring tools regarding implementation of the Official Plan and report on statistical and monitoring outcomes.
- Participate in departmental and corporate meetings to ensure proper communication of issues and initiatives, provide constructive feedback, set goals and develop protocols or procedures.
- Attend, respond to questions, and make presentations at Council and Committee meetings.
- Lead or participate in meetings with other departments, agencies, and levels of government to discuss planning matters and shared concerns, consider options and strategies to address planning issues.
- Attend Ontario Land Tribunal hearing events, actively participate in negotiation discussions and work with lawyers and other witnesses to prepare a strategy in defense of the City’s position on a planning matter.
- Lead staff in preparing witness statement/affidavits, providing expert planning evidence and maintaining up-to-date records regarding appeals, hearing events and outcomes related to matters before the Tribunal.
- Lead the sectional priorities, development and management of staff to ensure efficient delivery of services while encouraging creative thinking and the development of innovative solutions.
- Meet regularly with staff to review work and provide constructive feedback.
- Responsible for sectional budget preparation and monitoring.

**Education and Experience**:

- Degree in Urban Planning or related discipline
- Registered Professional Planner (RPP) designation and Member of Ontario Professional Planner Institute and Canadian Institute of Planners is required
- Post-Graduate degree in Planning or Degree, Diploma or Certificate in Public Administration and/or Project Management is an asset
- 7 years progressively responsible land use planning experience, with a minimum of 5 years in a supervisory role. Public sector experience is considered an asset

**Required Skills/Knowledge**:

- Comprehensive knowledge of the Ontario Planning Act, Provincial Plans, and other related legislation
- Strong understanding of planning processes, municipal government processes and administration, and the public interest in land use planning.
- Awareness of contemporary planning issues and familiarity with local issues and concerns specific to the City, York Region and the Greater Golden Horseshoe area;
- Demonstrated ability to engage, achieve buy-in and problem-solve with diverse groups comprised of a wide range of stakeholder interests and multi-disciplines;
