**GENERAL DESCRIPTION**:
Under general supervision, the treasury analyst will support the administration and management of the municipality’s investment, debt, and loan portfolios to effectively and efficiently manage funds, cash and investments.

**RESPONSIBILITIES**:

- Accounts for investment securities; purchase, sales/maturity, interest income, fees, amortization, reconciliation, and maintenance of investment holdings schedule.
- Analyzes medium
- and long-term cash flows to determine available funds for investment including appropriate investment time horizons.
- Reviews the municipality’s investment policy on a periodic basis and provides recommendations to the investment advisory committee (IAC) to reflect current investment objectives, strategies, risk parameters, benchmarks, and market conditions.
- Prepares and inputs annual operating budgets for debentures, maintains database, and provides information for variance review.
- Monitors and evaluates market and regulatory developments that could impact the municipality’s investment program.
- Provides market to market valuations of securities.
- Monitors investment activities to ensure compliance with established risk parameters and evaluates the investment performance of external investment managers.
- Undertakes credit analysis and makes recommendations on appropriate risk exposures.
- Prepares periodic performance reports for presentation to the Chief Financial Officer (CFO), IAC, and Council incorporating best practice standards in benchmarking, portfolio performance measurement, and portfolio returns.
- Prepares monthly/quarterly cash flow statements and long-term cash forecasting.
- Updates debentures interests and principal operating cost projections and provides reports.
- Assists with yearend audit preparation where required.
- Researches and prepares analytical reports/studies, analyzes data, and makes recommendations from the results of studies.
- Communicates with investment managers, economists, analysts, and other market participants to obtain market perspectives and opinions.
- Communicates with investment managers/analysts in other municipalities to ensure best practice standards relating to portfolio structure, risk exposures, and general procedures are being met by the municipality.
- Performs accurate journal entries into the financial systems.
- Performs other related duties as required.

**QUALIFICATIONS**

**KNOWLEDGE, SKILLS, AND ABILITIES**:

- Understanding of investment strategies, processes and procedures, benchmarking as a comparison technique, and the various methods of investment analysis.
- Familiarity with capital and money markets, and internal and external financial reports.
- Knowledge of the International Financial Reporting Standards (IFRS), Generally Accepted Accounting Principles (GAAP), the Municipal Government Act, and other governing legislation and policies.
- Knowledge of the legal and regulatory impacts and constraints regarding investments.
- Ability to make a case for a course of action while working with investment managers, traders, economists, analysts, and other market participants.
- Proven ability to communicate effectively, both verbally and in writing, and maintain collaborative work relationships.
- High degree of attention to detail and the ability to monitor operating cash requirements closely.
- High proficiency in Microsoft Office programs (Word, Excel, PowerPoint, Outlook), and SAP finance modules.

**EDUCATION AND EXPERIENCE**:

- Degree specializing in Accounting or Finance or related financial discipline, combined with a minimum of two (2) years of accounting for investment securities experience.

OR
- Diploma specializing in Accounting or Finance or related financial discipline, combined with a minimum of four (4) years of accounting for investment securities experience.
- Certified Treasury Professional designation or other financial designation (CPA, CFA, or CTP) is an asset.
- Experience in a municipal or other government setting is an asset.

**OTHER REQUIREMENTS**:

- Ability to provide a Criminal Record Check for review and acceptance.
