**Schedule**: 37.5 hours per week Monday to Friday*

**Purpose of Position**
To lead the development and delivery of research priorities, the pilot testing program, the Helpline, the provision of scientific and technical information,

To provide leadership, direction and people management to the Research and Technology Department staff.

Will develop and publish various research papers, reports and documents relating to pilot testing and the Centre’s research priorities. To bring forward new initiatives and ideas to enhance the service offerings and further the scientific knowledge of the Department.

To develop content for and deliver selected courses.

**Key Responsibilities**
- As a working supervisor, will act as a lead on Centre pilot testing projects, liaising with and providing technical guidance to both staff and pilot testing clients. Ensures all testing, analysis and reports are complete and comply with all standards and protocols. Will develop, monitor and track pilot testing budgets.
- Supports the Centre’s research priorities by disseminating information through publications and presentations including writing research papers, speaking at Conferences and peer reviews.
- Contributes to the provision of scientific and technical information by developing and vetting information for Centre publications and website, including the Drinking Water Resource Library.
- Develops content, reviews and delivers training courses.
- Responds to Helpline inquiries.

Additional duties may be assigned at the discretion of the Manager.

**Knowledge, Education and Training**
The position requires a minimum of a Master’s degree specializing in applied sciences, water treatment and distribution or a related field. Leadership development courses would be a strong asset.

The incumbent requires knowledge of the Centre’s research and training programs to research, develop, refine, and deliver hands-on training and technical demonstrations.

The incumbent requires strong knowledge and in-depth understanding of all types of drinking water treatment and distribution systems. The incumbent requires a strong understanding of the Safe Drinking Water Act, 2002 and its regulations, to ensure that the demonstrations/training being developed is consistent with such legislation and regulations.

**Experience**
A minimum of five years of relevant water-related industry, research and technology work experience is required including writing papers and project management. Supervisory and people management experience would be a strong asset.

The incumbent requires strong organizational, planning, research, and analytical skills to research and develop course content. Good organizational and financial skills are also required to develop efficient schedules for the pilot testing projects while keeping in mind budgetary considerations.

Strong leadership skills and proven ability to supervise internal staff and the operations of a multi-faceted department are required. Demonstrated interpersonal skills providing consistent and appropriate management of department staff including attendance and performance management.

Excellent and professional communication skills are required to develop and maintain client relationships and promote Centre training and pilot testing initiatives. Strong written communication skills required to produce scientific papers and reports as well as related information materials appropriate for training participants.

An equivalent combination of education and experience would be considered.

**Decision-making**
Judgement will be needed for analyzing pilot testing results, reviewing and preparing scientific literature and evaluating various treatment options. Usually based on factual data. Will need to make decisions regarding the management of department staff and project management (pilot testing).

**Ingenuity and Creativity**
Often collaborates with other staff specialists (e.g. Human Resources for performance management) and will be working on generally complex projects (e.g. developing solutions for pilot testing clients to address water quality issues or concerns).

**Impact of Action**
Actions or decisions could have an impact on employee engagement. This position is responsible for ensuring the timelines and objectives of pilot testing projects are met and to ensure optimal customer satisfaction.

**Financial Responsibility**
Develops, monitors and tracks pilot testing projects and may negotiate contracts with clients and suppliers. This position may provide analyzed data and information to the R&T Department Manager to assist in the development of the department budget (e.g. professional development of staff, recruitment, compensation). This position may make small purchases for the Centre with manager approval and following all accounting and procurement procedures and policies.
