Result of Service
Under the supervision of the Chief, Facilitation Section, the Expert on Air Transport Facilitation will collaborate with Aviation Medicine Section, regional offices, and relevant UN system organizations and industry experts including the Facilitation Panel working group(s) to develop a plan of action as necessary, and coordinate the implementation of the recommendations of the Facilitation Stream of the High-level Conference on COVID-19 (HLCC 2021), addressed to ICAO. In addition, the incumbent will also assess the Section’s information sharing tools/platforms and propose enhancement, if necessary.

**Responsibilities**:
THE ORGANIZATIONAL SETTING
The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security and facilitation and environmental protection.
The Facilitation (FAL) Section in the Air Transport Bureau (ATB) is one of the four Sections, charged with delivering results with respect to ICAO’s Strategic Objective - Security and Facilitation. Its primary responsibility is to develop and update Standards and Recommended Practices (SARPs) related to the facilitation of the international air transport system, including provisions related to protection of the health of passengers and crews and prevention of the spread of communicable disease through international air travel, found in Annex 9 — Facilitation, and to support Member States with their implementation of SARPs.
The Section manages and oversees the work programme of the Facilitation Panel (FALP) and its respective working groups, including the Air Transport Committee’s Task Force on Health Issues Outbreaks in Aviation; and directs the work of the Facilitation Division. The Section is also responsible for activities related to the ICAO Traveller Identification Programme (ICAO TRIP) Strategy, which includes the development of specifications for Machine Readable Travel Documents (MRTD), published as Document 9303, the work programme of the Technical Advisory Group on Machine Readable Travel Documents (TAG/TRIP) and its working groups, and the administration of the ICAO Public Key Directory (PKD). It provides support to the Assembly, Council, Air Transport Committee (ATC) and the PKD Board.
The incumbent reports to the Chief, Facilitation Section from whom s/he seeks advice and guidance on complex technical and managerial issues, and may be assigned to assist projects led by other senior staff members in the Section.
MAJOR DUTIES AND RESPONSIBILITIES
Function 1 (incl. Expected results)
Provides technical expertise, and coordinates the work to be developed and implemented in relation to FAL Stream recommendations of the HLCC 2021 addressed to ICAO, achieving results such as:

- Develop a plan of action to facilitate implementation of the recommendations of FAL Stream of the HLCC 2021, addressed to ICAO.
- Coordinate with relevant Bureaus, regional offices, the plan of action and implementation of the recommendations of the FAL Stream of the HLCC 2021, addressed to ICAO.
- Provide inputs to facilitate draft reports for submission to ICAO Governing bodies.
- Provide technical advice to facilitate draft guidance material and crisis response framework.
- Draft material for Facilitation Seminars relating to implementation of the recommendations of the FAL Stream of the HLCC 2021.
- Collaborate with Web Unit in the development/enhancement of relevant tools for sharing/promoting Facilitation-related guidance material, technical specifications and associated events.
- Provide inputs for articles for web and social media to promote ICAO SARPs and facilitation initiatives emanating from HLCC 2021.
- Maintain liaison with, and provide technical advice on Facilitation matters to, other Sections within ICAO Headquarters and to the ICAO regional offices.

Participates in relevant meetings, seminars and workshops, achieving results such as (including, but not limited to):

- Advise the Chief, Facilitation Section on the correct messaging (form, format, and fora) for informing high-level stakeholders in meetings of other international organizations and at international meetings related to implementation of the recommendations of the FAL Stream of HLCC 2021, as required.
