**About Our Opportunity**

Reporting to the Director, the Building Services Manager is responsible for the day-to-day care, operation, and integrity of the Public Housing portfolio in the region. The incumbent is responsible to meet or exceed operating and financial performance measures and targets, and to minimize the life cycle cost of all buildings and grounds.

**Primary Accountabilities**
- Formulate the Northern District’s capital asset management strategy on both a short and long-term basis including unit and building inspections; provision for planned preventive maintenance; routine maintenance; major renovation; retrofit and repair programs; capital replacement programs; as well as maintenance of drawing and project files and a building database to ensure all assets of all buildings are uniquely identified and recorded.
- Prepare annual maintenance budgets and ensure operations of the maintenance services department are within authorized budget.
- Ensure contractors’ and consultants’ conformity to tender documents and that all agreements are administered properly and that statutorily obligations are satisfied.
- Implement the maintenance strategy by determining which work will be tendered and which work will be completed by existing employees. Ensure the use of YARDI Work Order and Purchase Order routines to schedule and manage this work and to provide measurable performance indicators.
- Follow proper procurement guidelines and ensure that a proper inventory of equipment and materials (including vehicles) is acquired, maintained, and controlled using prescribed purchase orders, vehicle logs and material requisition forms.
- Arrange for immediate response to all emergency situations including the provisions of Nova Scotia’s Occupational Health and Safety Act.
- Coordinate and monitor a program of building system testing and inspections that comply with applicable codes and NSPHA policies (fire alarm testing, water testing, elevator inspection, etc.).

**Qualifications and Experience**
- Bachelor’s degree in a related field plus seven years’ related experience, preferably managing a large portfolio of residential properties, and that includes at least four years’ experience managing diverse employee groups, including non-unionized and unionized staff, as well as managing contractors and working/dealing with tenant groups.
- Extensive knowledge of property management and building maintenance, building systems, including electrical, mechanical and architectural.
- Fundamental understanding of budgets, finance and buildings system design and construction.
- Demonstrated experience in project management.
- Excellent knowledge of NSPHA policies and procedures, Housing Services manuals and Circular Letters along with a sound knowledge of building and safety codes such asMunicipal Bylaws, the Building Code, the Fire Code and Occupational Health and SafetyAct and related legislation such as the Residential Tenancies Act.
- Intermediate to advanced knowledge of Microsoft Office.
- Ability to meet deadlines with accuracy in a multi-tasking environment; and
- Possess a valid Nova Scotia driver’s license with access to a reliable vehicle for work purposes.

**Assets**
- Knowledge of Yardi Property Management software.
- Current Emergency First Aid and WHMIS certifications.
- Certified Property Manager (CPM), Accredited Residential Manager (ARM), or Certified Apartment Manager (CAM) designations.
- Journeyperson certification in a building trade.
