**THE CORPORATION OF THE TOWN OF INGERSOLL**

**Deputy Treasurer**

Reporting to the Director of Finance/Treasurer, the Deputy Treasurer will oversee the financial management cycle (accounting, financial analysis and reporting, asset management, accounts receivable, accounts payable, playing a lead role in year-end audits) and will supervise the Taxation Clerk, Accounts Payable Clerk and Payroll Administrator. The Deputy Treasurer will be directly involved in the development and monitoring of the annual operating and capital budgets.

**Key Responsibilities**:

- Perform the statutory duties of the Municipal Treasurer under the Municipal Act, the Municipal Affairs Act, and other Provincial Acts and Regulations in the absence of the Director of Finance / Treasurer.
- Manage day-to-day operations related to accounts receivable, accounts payable, property taxation, and collection.
- Act as payroll supervisor and processes payroll when required.
- Assist the Director of Finance /Treasurer in data collection, research, and development of annual operating and capital budgets.
- Monitor the annual operating and capital budgets, and prepare quarterly and annual financial reports.
- Prepare and analyze monthly variance analysis and departmental operating statements in collaboration with the Department Directors to ensure proper administration and control of the operating and capital budgets.
- Maintain and update the Town's tangible capital assets inventory through an Asset Management Record System (CityWide). Update the capital assets database regularly, and maintain appropriate financial records for audit verification purposes.
- Coordinate banking, cash-flow, and investment management.
- Oversee month-end general ledger account reconciliations and coordinate audit requirements, including interim and year-end audits. Prepare statements for the Reserve and Reserve Fund accounts.
- Assist in the preparation of working papers for the year-end audit and prepare year-end closing entries.
- Assist in the preparation of Financial Information Returns (FIR) and Financial Statements.
- Assist in the development and preparation of policies, procedures, and information systems necessary to ensure that the effective controls are in place to protect the financial affairs of the Town.
- Ensure adherence to internal controls by all departments, and ensure that all financial transactions follow corporate policy and internal control procedures.
- Prepare and present reports to Council and Staff, provide guidance and liaise with Council members as required.
- Supervise the operation and management of the financial software.
- Undertake intermediate to advanced accounting functions, including processing monthly journal entries and conducting account analysis.
- Maintain knowledge of new and emerging trends and technologies to recommend and pursue process improvements.
- Liaise with consultants, vendors, and other government agencies.
- Perform additional duties and special projects as required.

**Qualifications**:Applicants should possess relevant and progressive experience, ideally obtained in a Municipal/Government setting. Our ideal applicant possesses:

- Post-secondary Degree or Diploma in finance, accounting, business, or commerce, coupled with a professional accounting designation (CPA, CA, CGA, CMA).
- AMCTO Municipal Administration Program (MAP) and Municipal Accounting Finance Program (MAFP) is an asset.
- 3-5 years of relevant experience, preferably in a municipal setting.
- Strong knowledge and experience with budgeting and forecasting.
- Knowledge of municipal finance and Public Sector Accounting Standards, property taxation, and the Municipal Act would be an asset.
- Advanced communication, written, verbal, interpersonal and tactful negotiation skills.
- Excellent computer skills, including knowledge of Microsoft Office software, financial software, asset management software, and other related software packages with a strong understanding of technology usage and opportunities in a municipal environment. Demonstrated experience with Diamond-Great Plains, Report Designer software, and Asset Management Record System (CityWide) would be an asset.
- Must obtain a satisfactory Police Criminal Record Check.
- First Aid/CPR certification.
