Reporting to the Manager, Property Tax, the Property Tax Analyst is responsible for full cycle property tax management on their portfolio of properties as part of the property tax team. The Property Tax Analyst is responsible for budgeting, assessment/tax review, tenant tax allocation, and handling of day-to-day inquiries from internal and external stakeholders.
**Responsibilities**:
- Monitor, track receipt, and store national assessment notices and property tax bills;
- Respond to Requests for Information from provincial assessing authorities, mortgage providers, and tenants relating to taxation and assessment;
- Identify inaccuracies, annual assessment changes, and property changes and advise of impact on the valuation and tax charges;
- Conduct research, prepare Statement of Issues, submit evidence, and negotiate on internally managed tax appeals;
- Assist consultants with argument development and evidence submission for outsourced tax appeals;
- Analyze municipal tax invoices to ensure they are accurately calculated and processed on a timely basis;
- Assist in the submission and tracking of Municipal Tax Rebate Applications;
- Assist in the preparation of the annual property tax budget and recommend year-over-year tax expense changes based on research for budget assumptions;
- Complete property tax reconciliations based on tenant leases and applicable legislation;
- Assist accounting department to ensure historical tax refunds requiring tax re-allocation and reconciliation, are processed on a timely basis;
- Provide support to internal departments such as property accounting to resolve issues such as year-end billing and tax withdrawal / deposit reconciliation;
- Work on any special projects as assigned.
Qualifications:
- University Degree or College Diploma required
- Appropriate designation with the Institute of Municipal Assessors, a Provincial Assessment Association, the Appraisal Institute of Canada, or a similar recognized real estate association
- Minimum of 1-3 years business experience within commercial property tax role
- Good understanding of the legislative rules for the determination of property assessments and taxes as well as the Property Assessment valuation practices
- Excellent written and verbal communication skills, combined with an approachable manner
- Strong analytical and accounting skills with excellent attention to detail
- Strong organizational skills and the ability to work under tight deadlines
- Ability to work independently and as part of a team
- Excellent computer skills, specifically with Excel
