**Position Overview**
The Manager of Emergency Medical Services (EMS) provides leadership, guidance and direction for the County's emergency land ambulance operations in accordance with relevant legislation and County policies. The position provides overall planning and direction for the Department and ensures all statutory provisions are fulfilled, programs are efficiently administered, professional standards are maintained, budgetary requirements are met, staff are properly supervised and the needs of the residents of Lambton County, related to ambulance services are met.
Responsibilities include: facility management including physical base station operation and maintenance, contract management, administration and development of capital and operating budgets, reporting and managing relationships with founders and various government agencies and ministries.
**Duties and Responsibilities**
Administrative and Corporate Responsibilities:
- Coordinate, plan, direct and evaluate services in accordance with the legislated requirements for certification as a land ambulance operator in accordance with the Ministry of Health, County policies and community needs
- Establish departmental goals, objectives and performance outcomes and ensure mandates are met
- Attend Council/Committee meetings as requested, providing information about programs and services and carry out special projects as requested
- Prepare administrative reports as required
- Monitor the operation of all assigned programs and services, revise and update policies and procedures when required and ensure changes are communicated to all concerned and recorded in manuals and guidelines
- Provide technical advice on EMS issues and interpret legislation. Provide specialist advice to members of County Council/Committee, General Manager, other Managers, staff and public
- Respond to inquiries from the media and individuals on programs and services in accordance with County policy and ensure staff's responses are appropriate
- Provide advice to, co-operate and maintain liaison with other professional, voluntary and official agencies within the community, as well as municipal, provincial and federal government departments, educational institutions and other groups concerned with the delivery of emergency medical services
- Provide leadership in implementation of corporate initiatives and practices
- Create report templates for various Emergency Medical Services related functions as requested by Ministry of Health
- Annually evaluate all departmental operations and report achieved results to Divisional General Manager
- Manage collective bargaining issues
- Regularly monitor federal and provincial legislation such as Ambulance Act, Canada Health Act, Patient Care Standards etc. and make recommendations for changes as needed
- Establish strategic networks by sitting on executive committees and sub-committees.
- Represent the County of Lambton at public inquiries, Coroner’s Inquests and hearings
- Liaise with other Emergency Services, Health Care Providers and associations, government departments, the general public and local media to promote the department’s services
- Maintain up-to-date knowledge regarding programs and funding opportunities available federally and provincially to promote programs
Human Resources Management:
- Manage and supervise the on-going 24/7 day to day operation of the Emergency Medical Services in accordance with County policies, current collective agreements and strategic direction
- Hire, promote and discipline staff in accordance with County policies and various collective agreements
- Respond to grievances for SEIU Local 1 and provide input into collective bargaining process, e.g. proposals, statutes, analyses
- Provide support and guidance to supervisory staff in addressing employee and operational issues
- Quarterly review and reporting on attendance and absenteeism reports, data and records to control staffing costs
- Assess injury and illness data and promote programs, i.e. modified work, to support employees returning to work
- Address staff complaints and/or Labour Relations disputes as required
- Act as a member of the Labour Management team
