**Policy Analyst**

We are seeking a collaborative, proactive and detail-oriented Policy Analyst accountable for leading the review and development of policy work on strategic, regulatory policy issues, with a particular focus on those related to registration and entry-to-practice requirements for the profession.

Reporting to the Deputy Registrar and Director, Registration, the key areas of responsibility are to:

- Lead and project manage work on regulatory policy issues throughout the policy lifecycle
- Identify, and define the scope of the policy issue.
- Consult with a variety of internal and external stakeholders to confirm and refine policy issues.
- Conduct research using a variety of internal and external sources (e.g. laws and regulations, government policies, internal and external data, publications from other regulatory bodies, peer-reviewed literature).
- Analyze information to develop policy options and present findings with recommendations for direction and/or approval by College management, Registration Committee, and/or Council.
- Draft new polices and/or recommend revisions to established policies to respond to shifts in internal or external contexts.
- Perform project management activities. Scope, execute, monitor and review work plans; report on status, escalate issues and take corrective action; coordinate with employees/ project team members.
- Support the translation of policies into operations and communications.
- Develop key messages about policy matters for use by various audiences (e.g. employees, Committees, Council).
- Develop and contribute to content for communication and engagement materials in collaboration with College staff (e.g. website, newsletter articles) about policies, policy issues, or projects.
- Develop and review training content and tools for the Department’s employees on policy matters and serve as a resource on policy matters.
- Lead policy work related to government ministries and agencies.
- Contribute to the preparation of the College’s annual report in collaboration with other departments.
- Prepare responses (including supporting documents) to questions, consultations and initiatives as deemed appropriate.
- Attend and actively participate in meetings to represent the College’s interests with stakeholders (e.g. government ministries, professional associations).
- Provide policy support and advice to the Registration Committee.
- Develop, maintain, and report on the Committee’s multi-year work plan.
- Develop and present materials to facilitate discussion and decision making on policy matters and seek feedback/support or approval.
- Prepare and provide annual orientation and training to the Registration Committee.
- Support governance-related activities of the Registration Committee (e.g. drafting of proposed resolutions, drafting of meeting minutes and reports to Council).
- Review and provide feedback from a registration and regulatory policy perspective on proposed policies or reports developed by other departments.
- Proactively identify potential issues of regulatory and strategic relevance to the Department and/or College by actively scanning activities in government, other regulatory bodies, professional associations, and other stakeholder groups.
- Keep up-to-date with applicable legislation, trends and practices.
- Other duties as assigned.

**Education, Experience and Skills**:

- Four-year college or university program with a focus on public policy and administration, social services or education policy.
- 3 to 5 years’ experience including experience working in a policy role for government or a not-for-profit organization.
- Knowledge of the early childhood education sector as well as professional regulation.
- Judgement and analytical skills to identify and scope policy issues, conduct research, and formulate/analyze policy options.
- Analytical skills to review draft legal documents (i.e. legislative and regulatory changes) to ensure alignment with policy intent. Written communication skills to prepare a variety of detailed and accurate policy documents (i.e. briefing notes, meeting notes, proposal documents, position papers).
