As a member of the Provincial Quality Assurance Team, the Complaints Specialist provides expertise in the area of resolving disputes with service recipients and responding to administrative fairness issues.

The **Complaints Specialist** works under the direct supervision of the Quality Assurance Manager to ensure that individuals who have complaints about service and/or program delivery have been treated fairly by the Ministry during decision-making, planning and service delivery activities.

The responsibilities attached to the Complaints Specialist’s position derive primarily from the Ministry’s Complaints Policy (2012), which provides an accessible process designed to help the Ministry respond to the concerns of children, youth and families in a consistent, respectful, fair and timely manner. This policy applies across all programs and Service Delivery Areas, including delegated services provided by Indigenous Child and Family Service Agencies (ICFSAs). A person of any age can make a complaint, and children and youth are supported to engage in the complaints process.

**Job Requirements**:
Applicants may be considered who meet the preferred OR expanded credentials and experience requirements.

**1. Preferred Credentials**
- Bachelor’s Degree or higher in Social Work **OR** Child and Youth Care **OR** Master of Education in Counselling Psychology/Master of Arts in Counselling Psychology with completion of a practicum in family and child welfare **OR**:

- In-service Ministry of Children and Family Development employees who have a regular SPO 24-30 base position that requires delegation under the Child, Family and Community Services Act (CFCSA) **OR**:

- **NOTE**: If this education was obtained outside of Canada, you need to confirm it has been assessed for equivalency through the International Credential Evaluation Services (ICES). You must provide a comprehensive report and the MCFD supplemental report by the closing date of this posting to be considered.

**2. Expanded Credentials**
- Bachelor’s Degree in a Human Services field **OR** Bachelor’s Degree with a Major/Honors in a Human Services **OR** Master’s level graduate Certificate/Diploma in a Human Services field **AFTER** the completion of an unrelated Bachelor’s Degree.
- **PLUS**, a minimum of two (2) years of recent related **OR** job-specific work experience.
- Other combinations of education and experience may be considered.
- **NOTE**: If this education was obtained outside of Canada, you need to confirm it has been assessed for equivalency through the International Credential Evaluation Services (ICES). You must provide a basic report by the closing date of this posting to be considered.

Human Services fields include: Psychology, Sociology, Criminology, Anthropology, Early Childhood Education, Indigenous Studies, Education, Theology or Nursing.Additional Requirements**:

- Five (5) years or more of experience working in the Ministry of Children and Family Development, or a Indigenous Child and Family Service Agency, or another child protection agency, with increasing responsibilities which reflect the depth and breadth of their experience in one or more of the following areas:

- Child protection and family services
- Guardianship, adoption and permanency
- Youth services
- Children and youth with special needs
- Child and youth mental health
- Youth justice

Must possess and maintain a valid Class 5 BC Driver’s License with no restriction or equivalent (i.e. from another Canadian Province).Preference may be given to applicants with the following:

- Two (2) years or more of experience in a supervisory position.
- Three (3) years or more of experience resolving client issues using skills such as case conferencing, mediation, collaborative decision-making, or facilitating communication.
