Manager, Mechanical and Electrical Maintenance

Core Responsibilities:
The Manager, Mechanical and Electrical Maintenance is a professional who is responsible for planning, organization, and execution of HVAC, plumbing and electrical maintenance to District facilities; manages and leads staff, consultants, contractors, funds, and time required for the planning, design and construction of maintenance projects of varying size and complexity; and assigns/supervises the work assignment of mechanical/electrical trades personnel.

The Manager, Mechanical and Electrical Maintenance reports to the Director, Facilities Services and works closely with all Facilities Services Division and Richmond Project Team managers, school administrators and District managers and administrators.

Specific Responsibilities:
Manages mechanical and electrical maintenance services;

Heating, ventilation, and air conditioning (HVAC) and control systems

Plumbing and drainage systems

Electrical systems

Develops and implements work plans for mechanical and electrical maintenance:
Preventative Maintenance

Routine Maintenance

Response/Corrective Maintenance

Cyclical Renewal and Deferred Maintenance

Develops safe work procedures, conducting accident and incident investigations, and implementing corrective measures as necessary.

Develops other operational procedures, practices, standards, and guidelines to ensure a smooth, efficient operation.

Reports to the Director any deviation from policy, practice, or established standards relative to all areas of the department.

Develops and controls assigned annual operating budgets and project budgets.

Assists in the development of long term, short term and annual components of the District 10-Year Facilities Renewal and Upgrade Program (FRUP), including identifying potential major capital projects, obtaining supporting documentation (consultant reports, studies and budget estimates) and setting priorities.

Plans and schedules maintenance projects, both operating and capital funded; overseas projects in progress; inspects work; coordinates work within the framework of site activities; serves as liaison and point of contact between the site administrator, Facilities Services, and the contractor performing the work.

Trains and evaluates the performance of assigned staff; interviews and selects employees and recommends transfers, reassignment, termination, and disciplinary actions; assigns employee duties and reviews work to ensure compliance with established guidelines and procedures.

Processes routine and responsive/corrective mechanical and electrical maintenance work requests; receives, reviews, and investigates requests for school site improvements and building modifications; provides cost estimates for maintenance fee-for-service requests and projects, and assists site administrators/program managers in formulating project proposals.

Monitors progress of maintenance and repair projects; inspects completed projects for accuracy, completeness and compliance with established work orders and specifications.

Participates in requisitioning of materials and/or contract services; writes work specifications; receives and evaluates proposals from outside consultants and contractors.

Prepares and/or assists with construction project bid documents; studies and analyzes the terms and conditions of contract agreements, plans, specifications, addenda, and interpretations.

Conducts contractor job walks; provides facility information; assists in the project process.Meets with vendors; investigates and evaluates products and equipment; provides recommendations regarding product quality, price and suitability for use by the district.

Either acts as project manager or, in the case of major maintenance projects, as client to the assigned Richmond Project Team Project Manager.

Maintains records, provides performance and cost data reports; authors internal maintenance related correspondence and memoranda.

Ensures that Board Policy, the terms of the Collective Agreement, and regulations set out by WorkSafe BC, local health authority, BC Fire Code and insurance underwriter are being adhered to by all supervised staff.

Represents management for grievance procedures as required and assisting the employer bargaining committee as requested.
